Meeting on Nov. 17, 1981

The meeting was called to order at 5 : 04 pm.
MOTION: Moved, seconded, and passed unanimously to accept the minutes
of October 13, 1981 and the special meeting of October 27, 1981 .

1 Chairman ' s report: Rooney congratulated Board Members A. Green and
B. Rubin on their reappointment by the Town Manager as Board
members of the CoA. Rooney also expressed regret re the
resignation of board member, S. Clark. Clark stated that
work load pressures and his inability to attend 5:00 pm
meetings as reasons for the necessity to resign. We shall miss
his special input and expertise.
Staff report: Melcher reported an extremely successful month with citizen
involvement in manyand varied programs. A grassroots effort
. has resulted in the planning of a Christmas Fair as a fund
raising event for the Friends of the Council on Aging which in
turn means that the Friends will have an increased fund with
which to aid needy Lexington citizens. Minuteman Publications
initiated a publicity session for photographs for their
newspaper. It is hoped that money will be raised to purchase
a serving cart to facilitate the volunteer workers in serving
the congregate meals.
The role of coordinator of the congregate meals has been beset
with physical difficulties . We are about to indoctrinate the
fifth coordinator, the preceding four having had to resign

because of physical infirmaties . The CoA is extremely proud
and pleased by the continuing involvement by all the
volunteers and those whom they serve.
The CoA has had a very busy month with numerous and varied
activities .
Update on the energy program: A new intake worker has been
placed in the energy office by the name of St. Clair Phillips .
Shirley Goodwin spoke about the challenges, complications,
and hardship cases which he processed during his valued tenure
as volunteer intake worker. Rooney stressed that extreme
hardship cases should be reported to him for possible aid
through other agencies in Lexington.
The CoA has formed a small orchestra and hopes to give a
performance in the near future.
Board reports: Green spoke of the meeting to be held chaired by the Forum
on Aging, an outgrowth of the White House Conference on Aging.
SHirley Goodwin and Marion Fitzpatrick will attend, representing
the CoA. Melcher expressed regret that there had been limited
advance of the meeting making it impossible for Rooney, Morehouse
or herself to attend.
J. Clark wondered about any update on the Muzzey School stalemate
It was stated that although there had been no turn down of the
senior center/housing center concept the committee was still
seeking alternative ideas for conversion use. It is the consensus
that the abuttors do not challenge the concept of a senior
center but are fearful of a mixed housing concept in conjunction
with the center.
Mary McDonald, who audits the books for the Meals on Wheels,
spoke about diminishing funds available for reimbursing
volunteer mileage costs and the subsidization of meals for e
clients unable to pay. It is hoped that Christmas checks
will be sent in as donation this year as has happened in the past
She also reported a profit of $1609 from the raffle which the
Friends of the CoA conducted.
Sen reported on a meeting entitled SENIOR SPEAK OUT to be held
on Tuesday, December 8th at 9:00 am in the Kennedy Hall of St.
Brigid ' s Church. The topic to be discussed is "The impact of
Reaganomics and Prop 2% on the elderly and the poor" . Board
members are strongly urged to attend and to "speak out" from the
floor with relevant statements.

Goodwin reported that there is now a waiting list for services
from MMHCC. He also stded that MMHCC does the outreach for
the energy program in cases where the client is unable to come
down to the intake office.
Boggia spoke about enthusiasm for craft programs run out of the
CoA center. She is hopeful that the CoA can have an on-going
craft program throughout the year. Perhaps instructors could be
located through the Arts and Crafts Society or the Painter' s Guild.
Fitzpatrick reported on her work as a Silver-Hair Legislator and
spoke of the increasing need for representation for the elderly.
The meeting was adjourned at 5:30 pm in order that the Board have its
photograph taken for inclusion in the Annual Town Report.
The next regular meeting of the Council on Aging will be held
on Tuesday, December 8th, at 5:00 pm
