CHARGE TO COMMITTEE
In a letter dated June 27, the Chairman of the Board of Selectmen, in appointing
the Tr„lar Alarm Committee, delivered a fairly broad charge covering the
"cot- .dication systems" and "communications overloads" at the Police and Fire
Ce. .-".eats. At its first meeting, the committee unanimously narrowed the charge
to t..lUde only studies and recommendation's of problems related to methods by
whr h_me and business alaiw systems are connected to these departments, in the
belie. ..dt this was the intent of the Board.
RECOMMENDATIONS OF COMMITTEE
i:e co^mittee unanimously recommends the following:
1. The Selectmen should recommend adoption of a `3y-•Law 'similar to that
pr' O. ed Article 56 of the 1979 Annual Town Meeting. The form preferred by

i 2 Following adoption of the By-Law, the Department Heads affected
should d.raf. regulations covering minimum standards for transmitting equipment

3. Written approval for the use of such private transmitting equipment
should be granted only after a permit application has been filed, a fee (say,
$20) paid, and an inspection by an appropriate town official has determined that

6. All installations completed after the adoption. of the By-Law
should be required to utilize a high speed digital dialing system connecting
to a c,- 511. :er-controlled monitor at Police and Fire headquarters using special
phone at. :ass numbers to be established.
7 Existing voice-tyre dialers approved for continued use after

17. The Town should seek competitive bids for the following package:
a. Installation and maintenance of facilities for the receipt
of ala: a.eL dedicated telephone lines
b. Install and maintain telephone lines and receiving equipment for
digit_ c,.ei ec alarms
All of the above is to be accomplished at no cost to the town. The costs of
installing and servicing the equipment will be offset by hookup fees and annual
charges to users of the service The initial contract should be for a term of
not less than three years nor more than five. Evaluation of bids would be on the
basis

9, Violations of the proposed regulations or continued receipt of

at the time of the by—law enactment have 60 days to comply.
7, The fee for a permit will be $20 and may be obtained from either the

every two years
H Installers will provide instructions in writing to the user on bow
to prevent false alarms
5 Any device failing to meet the above specifications or which causes
false alarms must be disconnected upon order of the Department Head
or persons authorized by them.
