Officers ' Open Mess, Hanscom AFB on Tuesday, 9 December 1975

Colonel Buck called the meeting to order at 7 35 p m
Citing material from the First National Bank of Boston
monograph, Hanscom AFB and the New England Economy, Colonel
Buck showed four vu graphs The first indicated the ranking
of the largest manufacturing firms in New England Hanscom
AFB ranked eleventh in terms of annual operating expenses
The second figure outlined Hanscom' s military and
civilian payrolls from FY 69 through FY 75
Figure 3 displayed the educational levels of the Hanscom
work force and the fourth charted the pay categories of
civilian employees of the Base organizations
After the screening, Colonel Buck introduced the subject
of 1976 bicentennial observances He noted that the Base had
no Band assigned, that a drill team was in the earliest stages
of formation, and, since Hanscom did not have the strengths or
force spreads normally assigned to an Air Force Base, marching
units are difficult to schedule He explained that, while
refusal of requests from other communities for parade support
was an absolute necessity, marching units would be reserved
for the four towns on important holidays, such as Patriots
Day and Independence Day
Colonel Buck stated that it would be his policy to divert
as much of the Base ' s resources as possible to support of the
four towns He assured them of his interest in the communtiy
welfare and asked whether the Base could help the towns solve
any immediate problems
David Emerson of Concord gave high praise to the Hanscom
monograph, pointing out that it was the best possible tool to
convince people of the importance of the Base in the community
He said that the Patriot' s Day ' 76 celebration in Concord would,
of necessity, be low key
The Town had expended considerable resources and energies
during the 1975 celebration, he noted, and he could foresee no
extraordinary demands for Base support this year
Richard Loughlin of Concord held the opinion that the normal
support, requested during years other than 1975 , would probably
be solicited this year
John Collins said that there were differences in opinions
within the Town' s administrative structure about the popular
interest in Concord' s Patriots Day ' 76 observance Some
believe that many thousands of tourist will infiltrate the
Town expecting a large celebration Others do not hold this
opinion He asked that, should the former opinion prove true,
expanded support be made available
Colonel Buck assured the Concord delegation that no doors
on Hanscom would be closed to them, and that complete support,
within Base capabilities, would be available
Grace Erdman of Bedford said that preparations in that
town for 1976 were starting and that the Town Administration
would pass along support requests as they crystallized
Louise Maglione stated that this was her first exposure
to the Community Council and she was not totally familiar
with its purposes
Colonel Buck briefly explained the objectives of the
Council , noting that it should identify common interests of
the civilian and military populations, recognize problem areas,
and support community efforts of mutual concern He said that
the great moving interest of the council is to obtain full
participation by Hanscom and community leaders in solving problems
of mutual interest, and to insure maximum use of common facilities

David Emerson quoted several of the tenets contained in
the Council ' s charter
Lincoln Cole of Lexington stated that support would be
requested for the Patriot' s Day observance in that town, but
that it should not reach the proportions of the 1975 delebrations
Gregory Kolligian of Lincoln foresaw no unusual support
requests from that town He asked about the genesis of the
Hanscom Monograph, praising the concept and the product He
said that he would ask Jim Howell, of the Boston First, about
the possibility of a selective mailing in Lincoln
Mr Kolligian explained that the De Cordova Museum was
essentially a Town function and he hoped that the community
effort in support of the facility would receive Base support
Colonel Buck assured him that De Cordova qualified as a
community function and could be supported
Colonel Buck stated that the Thunderbirds would not perform
at Hanscom AFB this year, although the T-Bird office had asked
why an appearance had not been requested He explained the
procedures for scheduling the unit to the group, and said that
a request was not submitted because current resources were
short
Colonel Buck asked about a timetable for council meetings
It was the consensus that meetings should be held quarterly
Colonel Buck agreed and said that a meeting would be scheduled
during February if there were sufficient agenda items generated
among the members
There being no further business, the meeting was adjourned
at 8 45 p m
