HomeMy WebLinkAbout1977-07-07-SAC-min.pdf i / ?'UG / "- SEWER ADVISORY COMMITTEE MEETING July 7, 1977 Present Gordon Barnes, Joan Crothers, Kenneth Nill, Richard Rycroft, Robert M Hutchinson, William Martin, Patricia Potter The Board of Health will be added to the Sewer Advisory Committee Minutes distribution list Discussion continued on the feasibility of betterment assessment variations Barnes described Boston's system which sets repayment rates according to each project The city pays 25% leaving 75% to abuttors The committee acknowledged a) that decreasing the amount of time for averaging construction costs from the present 5 years to 2-3 years affects the cost per household of remaining sewer projects b) a new apportionment percentage of 33% to each abuttor with the town paying the final 33% would reduce the community fiscal load. Martin will prepare a comparative analysis of projects to show how the above changes might affect budgets (town/homeowner) Martin agreed to request a legal opinion regarding expenditures of town monies on private property Nill and Crothers described the sewer petition system DPW/ENG provides forms for circulation among residents on streets to be sewered. Letters of request by the Selectmen are also necessary, as well as a report from the BOH on conditions Cv in the area. BOH and DPN/ENG responses are characteristically brief, and provide cy little specific information for projects contemplated BOH gives quite generalrt 1 comments regarding health hazards and lack of septic tank capacity, aging, neglect, relocation problems, while DPW/ENG lists only lot sizes, square footage, and an assessment estimate The matter of how additional information regarding citizen obligations, construction impacts, and possible alternatives might be included in the sewer nomination process was agreed to be of major importance to the work of the committee Problems involving "communication" on past projects such as Turning Mill, Moon Hill, Bacon Street, and Bennington Road were noted Hutchinson stated that the Inflow/Infiltration study contract has been signed He explained that preliminary work for the Hayes Lane trunk sewer which was included delayed negotiations for the I/I contract Crothers asked what relation the Hayes Lane project has to the proposed new MDC Mill Brook Valley relief sewer They are separate projects, but are to be installed in the same area (between Grant and Woburn Streets The Mill Brook line will be much longer as it starts at the Arlington boundary and crosses Lexington through + 34 miles to connect with Bedford Crothers said she learned of Hanscom Field area expansion needs in the planning process; Martin said that as no Lexington personnel had attended meetings involving Hanscom or Massport representatives he could not comment Hutchinson described an effluent storage system called the "Interim Contingency Plan" which was tried in early May to prevent sewage back-up in Bedford lines which was successful We were able to control the rate of flow and prevent an emergency discharge into the Burlington water supply Approval has been obtained from the Department of Environmental Management to allow peak flow pumping by Lexington into Kiln Brook (Tophet Swamp) , and to provide gas chlorination of this effluent at the North Lexington pumping station.if. futurelemergencies arise 11 A ... -;l. .4.� ._s fit:;_ .�. � ,i� 3 .Y-� i. x_4'4 Crothers and Hutchinson agreed to seek speakers and/or information about on-site technology to present to the committee A tentative date of August 2 at 4 30 p.m was set for the next meeting Respectfully submitted, Joan Crothers ChairmaO)16Letig--)C eft( cc BOS Stith/BOH Committee members Hutchinson martin/ENG COPY TO Board Members 8-22-77 _./A ! e
