Public participation via calling in or using your computer was encouraged. Commissioners Present: Kevin Beuttell, Duke Bitsko, Alexandra Dohan, Philip Hamilton (Chair), Jason Hnatko, Ruth Ladd (Vice-Chair), Thomas Whelan; Staff Present: Karen Mullins, Conservation Director, and Megan Downer, Department Assistant 6:30 PM New Business/Pending Matters Accept Widnall Donation Agreements, Trail Easement, and “Widnall Woods” naming request and authorize Chair to sign final agreements Mr. Charlie Wyman, Chair of the Land Acquisition Subcommittee, presented and stated that the subcommittee is asking that gift agreements be signed by both the Commission and the Widnalls to allow for closing by the end of Summer. Mr. Wyman stated that the proposed trail access is through the Widnall properties and is being donated to Conservation. Mr. Wyman noted there is an alternative trail plan for where the trail will end. The Widnalls have requested the donated land to be named “Widnall Woods”. Ms. Ladd asked if the funds for the fence and survey will be paid for by the Nature Trust. The current plan is for the project expenses to be funded through the Nature Trust. Mr. Bitsko stated he supports the naming of the property and installation of the fence. Ms. Dohan also expressed her support of the name request and appreciation of the donation. On a motion by Ms. Ladd and seconded by Ms. Dohan, the Commission voted 7-0 by roll call vote to approve the donation agreements, the trail easement, the naming of “Widnall Woods”, and to authorize the chair to sign the final agreements with the approval of Town Counsel. Mr. Novak also stated that the grading in the front of the property was adjusted due to this change. There are no proposed changes to the impervious surfaces proposed. On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 7-0 by roll call vote to approve the insignificant plan modification. Mr. Novak stated that the lot slopes from the east to the west and that soil tests were conducted onsite. Ms. Mullins has provided Mr. Novak with a list of items to be addressed which he is working on completing and an engineering report has not been received. Mr. Bitsko asked what is the protection plan for the two maples trees in the back right of the lot. Mr. Novak stated that there is no plan currently and this will be reviewed to ensure protection during construction. Mr. Beuttell asked if the drain inlet at the base of the driveway could be relocated to be directly adjacent to the driveway. Mr. Novak stated he will find a solution for the drain inlet to address comments from the Commission and staff. Ms. Dohan stated that the driveway would be going over the drainage and asked if the driveway entrance could be the width of one car instead of the proposed two car width. Mr. Novak stated he will be discussing this with the applicant. Ms. Susan Adams, abutter on Banks Ave, asked if the berm being built will be enough to contain the water that comes down from the hill. Ms. Adams also stated concern that the disturbance of the water source would be negatively impacting the overall ecosystem of the neighborhood and the nearby wetlands. Ms. Adams also expressed concerns with the inability of the crew to know if there is ledge until the excavation has begun and expressed concerns for blasting being required if ledge is hit. Ms. Mullins stated that the fire department has regulations required for blasting and would require permitting to allow for blasting. Mr. Novak stated that the Noise Bylaw also applies to blasting regulations and the intent is to not blast on site as that is a last recourse. Mr. Hart stated that straw waddles will be installed and that silt sacks will be installed in all catch basins. Impervious coverage will be reduced through the removal of multiple islands onsite. Ms. Ladd asked if the Cambridge Water Department should be contacted as well. Ms. Mullins stated that both the Cambridge Water Department and the Town Engineering Department have not been able to provide comments yet. Ms. Ladd stated that soils in a swale just off the property appeared hydric which the Commission had noted during their site visit. Ms. Ferrara stated that the vegetation and soils at this location onsite did not meet criteria for hydric soil qualifications. The Commission would like to revisit the site to review the new wetland flags. Mr. Hamilton stated the limit of work line would need to be adjusted to ensure no encroachment of landscaping within the buffer zone. Ms. Ferrara stated that the limit of work line will be adjusted. Mr. Bob Avallone, 21 Constitution Road, asked if the house will be torn down and rebuilt. Mr. Novak stated the proposal includes an addition and there is no intention to tear down the existing structure. Mr. Avallone asked when the proposed work will begin. Mr. Novak stated once conservation has approved plans, obtaining the rest of the permits such as the building permit, should be quicker. Ms. White stated that the lot has an existing single-family home and that the wetlands offsite have expanded and the 50-foot buffer zone now encroaches into the existing manicured lawn. Mr. Seale, stated that the proposal includes a slight increase of impervious area onsite and a 10- inch infiltration bed lining the footprint of the patio is proposed to mitigate for the increase. Mr. Seale stated that a confirmatory soil test is scheduled which will determine if anything will be changed in the plans. Mr. Seale also stated that comments by engineering will be addressed as well. Ms. Ladd stated there is a discrepancy between the wetland line presented and the wetland line reviewed in a recent filing and recommends a peer reviewer check the wetland line to confirm. The discrepancy results in existing structures encroaching on the 50-foot buffer zone. On a motion by Ms. Ladd and seconded by Mr. Whelan, the Commission voted 7-0 by roll call vote to have a peer reviewer review the wetland line. The proposed greenhouse will be 68.4 feet from the Wetlands. Mr. Kirby also stated that pervious pavers were added to the proposal to replace the gravel parking area and drains were added to address engineering requirements. The planting plan proposed was adjusted as well to increase the number of native plantings proposed and removal of fill. Mr. Kirby stated that the project team is ensuring the site is in compliance with the 2006 Order of Conditions. Mr. Bitsko asked if the Commission will be requiring the applicant to flag the updated delineation area and returning to the site to view the new flags. Mr. Bitsko also asked if the applicant is proposing to put a seed mix underneath the core blankets proposed. Mr. Kirby stated that a seed mixture would be sewn underneath the blankets as well to promote growth in the area. Ms. Dohan asked whether or not the trees along the stream outlet had been deemed to be saved or removed. Mr. Kirby stated that the trees will be removed and there are additional trees proposed to be planted as part of the restoration plans. Mr. Kirby stated he will try to have all adjustments made to the site prior to the 4/22 site visit date. On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 7-0 by roll call vote to continue the hearing to the 4/29/2025 meeting, at the applicant’s request.
