'October 5 , 1976 at the Minuteman School A i PRESENT Bilodeau , Cormier, Courtright DiStefano, Hall , Heinrich, Merluzzo, Ovian, Shimkus , Smith, Wales ABSENT Zeoll STAFF Fitzgerald , Whitney, Easton, Lombardo, DellaPei Szpila , Marr VISITORS Jim Eisenberg (Parents Organization) , William Churchill , (parent) , Sam Maddox (Minuteman Pubiice 'nsj Carol Mackie (Concord League of Women Voters) 4r14 Stoodley, Ron Guarnieri , Sally Smallman (Students) Mrs Smallman (parent) The meeting was called to order by Ruth Wales , Vice Chairman at 7 43 p m as soon as a quorum was present The minutes of the last meeting were presented for approval Mrs Turkirgtnn noted that the vote on the By-law change was omitted from the written m'inete It should be recorded as a UNANIMOUS vote Mt Ovian noted that under ap'uoint ments to the Ways and Means Subcommittee , there was a typographical error , it was not Mrs Ovian but Mr Ovian who was appointed to the Ways and Mears Subcommittee Mr Heinrich MOVED that the minutes be voted as presented and amended I was SECONDED AND VOTED UNANIMOUSLY ENVIRONMENTAL STUDY Two students have made an environmental Ludy to' educational purposes Holly Stoodley presenter he report and comments and was questioned by the St,ho 1 Committee members Mrs DiStefano hoped tnat moi: would be available to purchase some trees they should be planted Mrs Wales mentioned a con tr.'', ve project they could also do use a good contour nip of the property and place the things they wished Lo do on it so they could see the impac of it on Ll area Holly mentioned that several shrubs had 'nst day been planted around the sign at the entrance -odd, The Superintendent-Director was asked to write a letter to the Horticulture Department expressing the School Committee's appreciation for planting shrug around the sign ORGANIZATIONS Mrs Smith presented the names of three organi_ra inn that she felt the School Committee should belong c' We now belong to two local ones,--MASC and MCVIE and she hoped we would broaden our outlook to include the NS BA Mr Merluzzo received a mailing from the American Assoclatiot of School Administrators This is chi I for school administrators -and our Superintendent- Director does belong (2) Mrs Siiith recommended that we have someone, a d'if'ferent member for each, assigned to each organi- zation and suggest what, if any, actions that should be taken It was MOVED and SECONDED that this committee become a member of the National School Board Association, continue with membership in the Massachusetts Associa- tion of School Boards and the Massachusetts Council of Vocational Technical Schools VOTED UNANIMOUSLY The Superintendent-Director will extract for the Committee pertinent information and articles of interest from the American Association of School Administrators The following appointments were made AASA - Superintendent-Director laison NSBA - Merluzzo MASC - Zeoli MCVTE - DiStefano Mrs Smith coordinator for all the organizations SEMINAR ON A notice of a three-session seminar on Collective COLLECTIVE BARGAINING Bargaining was read Mr Bilodeau was asked if he would be willing to go to these three sessions; also Mrs DiStefano, Mrs Smith, and Mrs Wales were asked to go to one session each with Mr Bilodeau acting as coordinator The meetings are on November 6, December 4, and January 15th It was MOVED by Mrs Wales and SECONDED that we authorize spending $90 on the Collective Bargaining Seminar VOTED UNANIMOUSLY WAYS AND MEANS Mr Courtright reported on the first meeting of the SUBCOMMITTEE Ways and Means Subcommittee There was a discussion of budget format and meeting schedules The next meeting of the Ways and Means Committee is Tuesday, October 12th The Committee ,members were urged to get in touch with their town Regional Finance Committee members OLD BUSINESS Staffing concerns A second Cosmetology teacher i needed to meet Board of Licensing apprenticeship time requirements 1 The Superintendent-Director would like to be allowed to hire another cosmetology teacher by Nov- ember 1st at a salary of $9548 2 In the .Auto Shop, the Superintendent-Director would like to hire a full-time aide at a salary of $3602 '. 3 This would leave only one needy area, the library alt (3) There is $14,182 in uncommitted staffing funds The Superintendent-Director would like to hire these people as soon as he can find qualified 'kcandidates These are within the budget; there was a. consensus that he should go ahead Dr Fitzgerald requested permission to extend the leave of absence of Mr William Ford through October There is a qualified substitute teacher doing a fine job in the meantime Mrs Wales MOVED and it was SECONDED that the leave of absence for Mr William Ford be extended through Octob er VOTED UNANIMOUSLY An up-to-date enrollment report was given to each School Committee member MASC There is a meeting on October 21st of the MASC Mr Zeoli is our representative to that meeting BUS SERVICE After two days of unsatisfactory bus service, the school in now deducting money to see if that will correct the situation GAS TANKS There is a need of another gas tank. They have unleaded gas now To add leaded , which is more desirable, they need another tank They could then sell gas to the bus company ACCESS ROAD There is only one access road in and out of the school It works in the morning, but in the afternoons it doesn 't work A policeman would cost $16,000 a year Another access is needed The Lexington police say the light at the intersection was installed illegally It was installed as requested by the DPW If the Route 2 relocation does not occur, another solution will be needed The Lexington police should be informed that the installation of this light was requested by the OP'; and any questions relative to it should be directed to them ! The Committee concurred with this decision and recommended„' letter be sent to Dr Gregory Anrig, Commissioner on behalf of the School Committee METCO BUS Dr Fitzgerald asked to have the signature of the Chairman on a contract for METCO bus service The money to be forthcoming is over and above the money for the tuition for the students Mr Ovian asked if the money was sufficient and Dr Fitzgerald said yes The Chairman signed the contract COMMENTS FROM Stow parents have called Mr Cormier about the bus SCHOOL COMMITTEE service, It has a direct consequence on their attend- ' MEMBERS ance The letter Dr Fltzgetald sent to the bus company is a step in the right direction Mrs Smith asked what Dr Fitzgerald would do if he had to cancel the bus contract Dr Fitzgerald said the school would have to, lease buses a'nd run a District bus system ' I v Raj (4) BIDS FROM THE " A summary of bids from the business office was BUSINESS OFFICE presented The low bids are taken in each case There was only one bidder, for fuel It was MOVED by Mrs Wales and SECONDED that we authorize the acceptance of the bids as presented by the business office (A copy is filed with minutes ) VOTED IN FAVOR 9 ABSTENTION 1 The abstention was on the fuel oil contract STATE TUITION FIGURE According to a letter from John Manning , the State tuition figure for vocational schools is a maximum of $2250 Dr Fitzgerald recommends that we appeal this decision to the State Board of Education and charge a fixed contract fee for non-District students Mr Hall MOVED that we approve the Superintendent- Director' s fixed contract plan, Item 7, 1-5 of his Administrator's memo dated October 5 It was SECONDED Mr Courtright added ' for this particular year 1976-77' and it was accepted by the Mover VOTED UNANIMOUSLY Mr Hall heartily endorsed the Superintendent-Director's approach to the Board of Education and Mrs Smith suggested working through the MCVTE Mrs Wales also suggested that he inform other Voch Tech Superintendents of the action we have taken TREASURER'S REPORT The balance in the Operating and Payroll Account is $128,940 67 Balance in Site and Construction Acc 1 ,827 74 Warrants signed tonight-Operating 64,261 90 -Payroll 73,888 93 -Site and Construction 78,869 82 USE OF FACILITIES A list of the areas that have been used by outside people was distributed In-House use is not recorded Mr Merluzzo said the copy of the audit performed by 1 the Department of Corporations and Taxation April '71- July 31 '75 gave us a clean bill of health He pro- posed giving the master copy to the Treasurer and the Superintendent-Director make a copy of the letter and copies of the total report for members of the Ways and Means Subcommittee Mr Cormier wanted tp know if;,a request for use of the athletic facilities should be made through the Recrea- tion Committees of the towns? 'Mike Lombardo is the official coordinator (Ext 242) and should be contacted STATEMENTS FROM Does Lexington High School swim team pay for the use AUDIENCE of the swimming pool? Yes and Concord also pays Minuteman preempts anyone, (5) d , Ron Guarnieri noted for the Committee that a musical , The Fantastics, will be presented on November 12, 13, 19. and 20th He wanted to know how to go about getting a budget allotment for theatre-drama The Chairman suggested he get in touch with Mr Jack Mayer immediately and have a budget submitted to the Superintendent-Director Mr Ovian introduced Mr Larry Busse, the Sudbury member ofthe Regional Finance Committee They informed him of the Ways and Means Committee meeting to be held next Tuesday, October 12th, at 8 00 at the school Mr Cormier introduced Mr Stan Sherman of the Regional Finance Committee from Stow Mr Eisenberg, Chairman of the Parents Organization announced the next Executive Meeting for Tuesday, October 12 at the school On October 18th there will be a School Open House being hosted by the Parents Organization They requested as many School Committee members as possible be present up in the Conference Room so that anyone who would like to meet them would know where they would be HORTICULTURE AREA Dr Fitzgerald reported that the specifications are being made ready and going out for bids for the new horticulture area TRADES HALL The Chairman was asked to sign the contract with Boh Beranek and Newman, accoustical engineers, regarding the noise in the Trades Hall This is within the money authorized for this project MBO There was a lengthy discussion of the Superintendent- director s report on his first MBO form and his outline of objectives for the next period Several members had specific questions or comments related to, either or both documents No specific requests for additions or changes were made The role of sub- committees was considered with emphasis on the need for full committee participation in major issues such as evaluation and budget review Several members concurred with the Superintendent-Director's recommendation to have a session for setting School Committee goals and performance objectives Dr Fitzgerald said that the: discussion had provided him with sufficient indication of support for the direction he has outlined to be able to proceed a+f.
