FISCAL AUDIT and $29,469 for a Fiscal Audit VOTED UNANIMOUSLY SITE AND That construction project items A through G funds be taken CONSTRUCTION from the Site and Construction Account, be approved VOTED UNANIMOUSLY MINUTES That the minutes of the last meeting be approved VOTED IN FAVOR - 10, ABSTENTION - 1 EXECUTIVE SESSION Roll-call vote taken VOTED UNANIMOUSLY (1) illI MINUTES OF THE MINUTEMAN REGIONAL VOCATIONAL TECHNICAL SCHOOL COMMITTEE July 20, 1976 at the Minuteman School PRESENT Bilodeau, Cormier, Courtright, Distefano, Hall , Heinrich, Ovian, Shimkus, Smith, Wales, Zeoli ABSENT Merluzzo STAFF Dr Fitzgerald, Easton, Callahan, Lombardo, Della Penna VISITORS Included Linda Hall of the So Middlesex News, Carol Mackie of the Concord League of Women Voters, and two students Sally Smallman and Ron Guarnieri The meeting was called to order by Vice Chairman Wales at 7 35 p,m INTRODUCTIONS The new member of the School Committee from Weston, Annette DiStefano was introduced The Recording Secretary, Jean Turkington was also introduced I BUDGET AND FUND It was MOVED by Henry Hall and SECONDED that Dr Fitzgerald's ADJUSTMENTS recommendations to transfer all balances marked with a single arrow and $7646 97 of the account marked with a double arrow in the Report of Expenditure Balances to cover all overdrafted accounts in the 1975-76 operating budget; encumber $15,000 in a special account to pay old bills; appropriate $200,000 into the 1976-77 operating budget as previously stipulated to the Regional Advisory Committee be accepted VOTED UNANIMOUSLY QUESTIONS 6 There were no comments or questions from the audience COMMENTS Mr Cormier had a question on the Warrant for 7/6/76 The items $66 and $279 55 reimbursement to Mrs Betty Hakala Dr Fitzgerald explained that the car given to a student at the end of school had been fixed by the Auto Body Shop but had not been checked out by the Auto Mechanics Dept It was felt that this should have been done before the car was given to her; so she was reimbursed for her expendi- tures There is a tracking system set up now for both senior teachers to be informed so that the car can be properly fixed before leaving the shops SUPERINTENDENT'S It was MOVED by Lydia Smith and SECONDED that Beverly REPORT Lydiard be reappointed as Federal Project Director for July 1st through June 30th at an annual salary of $15,750 VOTED UNANIMOUSLY 3, (2) It was MOVED and SECONDED to appoint Connie Dearborn as a part-time secretary for special education for August 23, 1976 through June 30, 1977 (7 weeks less than a full -year schedule and no vacation benefits) at a salary of $7594 VOTED UNANIMOUSLY Dr Fitzgerald submitted a Chart of Hiring Procedures, plus a sample of a new teacher contract This would allow him to issue a contract when a suitable candidate was found which would be conditional to approval at the next School Committee meeting It was MOVED by Lawrence Dylan and SECONDED that the Super- intendent be permitted to issue contracts subject to the final approval of the School Committee during July and August VOTED UNANIMOUSLY It was MOVED by Henry Hall and SECONDED that the Superintendent- Director 's recommendation to hire Paula O'Sullivan as an Associate Teacher, entry level , Science, 10-month contract starting September 1 , 1976 at a salary of $9390 be accepted VOTED UNANIMOUSLY A letter of resignation by Walter Purvis, Student Program Coordinator, on June 30th was presented It was MOVED by Richard Zeoli and SECONDED that we accept with regret the letter of resignation from Walter Purvis VOTED UNANIMOUSLY METCO The METCO proposal was presented by Cliff Easton This year there were 9 METCO Students and a part-time coordinator Next year we are proposing 30 students (15 from Boston in addition to 6 new students from District schools) and a full-time coordinator for these 30 students Dr Fitzgerald stated that it would have to be an experienced worker and both he and Dr Easton felt strongly that a coordinator was needed to have the program run smoothly It was MOVED by Lydia Smith and SECONDED that the METCO p rapos a l—s present d=be`submitted -for-St a te_ a pp rova l- VOTED IN FAVOR - 10, OPPOSED - 1 CRIMINAL JUSTICE _The proposed curriculum for Criminal Justce was presented - - ' PROGRAM by Cliff Easton It was MOVED by Lydia Smith and SECONDED that we implement the curriculum on Criminal Justice VOTED UNANIMOUSLY CETA For information purposes, Dr Fitzgerald presented the CETA plans which Minuteman is developing A Health Aide Program Starting August 9, 1976, and ending December 6, 1976, - $11 ,100 Continuation December 7 to May 27, 1977, - $16,650 b (3) B OTHER PROGRAMS UNDER CONSIDERATION Graphic Arts 4 Duplicator Technician, Pressman, Typesetter-Composition, Administrator Expiditor Starting December 6, 1976 and ending September 30, 1977 - $111 ,000 approximately (The equipment would be leased) Trainees - 3 for 40 weeks; tuition $2080/40 weeks $52 per week per student Computer Programmer (basic) Trainees 5 for 40 weeks Tuition $1600/40 weeks $40 per week Plastics/Package Technician Trainees 20 for 40 weeks Tuition $1880/40 weeks $47 per week Air Frame/Power Plant Mechanics 22 months program Traineees 10 for 92 weeks Tuition $5704/92 $62 per week Lawrence Ovian asked what the financial commitment is for the District with this program There is none, said Dr Fitzgerald They pay us to administer the money John Shimkus asked the ages of the trainees They will all be post-graduate age We will be involved in established pre- requisites for the course and involved in the interview process When asked about minorities applying for the courses, Dr Fitzgerald said he expected about 20% would be minority people Girls? About 75% in the Health Program starting on August 9th ir DONATIONS Gifts have been donated to the School Mr and Mrs Howard of Lexington have donated a Heathcraft Color TV to our IRC Mr Merluzzo has donated a TV to the TV Repair section Mr Lombardo donated National Geographics to the IRC It was mentioned that we should help in appraising items donated for income tax purposes and publicize the fact that items are deductible It was MOVED by Richard Zeoli and SECONDED that we accept with thanks the gifts given to the school VOTED UNANIMOUSLY It was requested that letters be written to thank the donors INFORMATION Policy Manuals were asked for to be brought up-to-date with MISCELLANEOUS the revisions and additions Ruth Wales, Mike Lombardo, and Kenneth Bilodeau asked just for the revised pages as they wanted to keep their books It was MOVED and SECONDED to omit the August 3rd meeting, but have Warrants available for signing in the Business Office VOTED UNANIMOUSLY A Christian Science group had requested the use of school property Permission was given to them by vote at the May 20, 1975 meeting but no specific use was scheduled at that time Dr Fitzgerald said the school could not legally 4 (4) be used by a religious group for a religious purpose and had denied a request by this group to hold a meeting on August I , 1976 Therefore it was VOTED TO RECIND the vote of May 20, 1975 VOTED UNANIMOUSLY Enrollment Charles Courtright requested that a list of pupils rejected from his town of Acton be given him Dr Fitzgerald said that each member would be receiving shortly a list of those approved from their town There was discussion of two building problems that still exist FUEL PUMPS When the architect designed the fuel pump system, it was put in a hole in the floor Last winter there was flooding in that section of the building and they were flooded out They have now been raised slightly above the floor level The question is who pays for this work? Contingency Accounts are for this purpose or you can sue the Architect Dr Fitzgerald felt that in the latter case, you probably wouldn 't win The grading needs to be fixed to prevent this area from flooding and ruining the floor again It was felt that the placing of the fuel pumps should have been noted as a problem area by the architect and fixed when the building was being built The grading of the building afterwards was thought to be something that couldn 't have been so easily detected beforehand Electric preheaters were originally in the plans Subse- quently to save money they were removed With the oil change this past year, A4 oil , which didn ' t need it before, now is of such poor quality, it needs preheaters They have been installed Who pays for this? Again, Contingency Accounts are for this purpose You can sue to take from the Architect 's fees but you probably won ' t win Mr Courtright stated that he did not want his taxpayers to have to pay for someone else's mistakes It was the con- sensus of the Committee that Dr Fitzgerald write a letter to the arch-itett= stat-i-ngthe fe.e"l-i_pos of the Committee as to how the work was done Dr Fitzgerald reported that Mr -Metluzzo-has received a summons to the Mass Bus hearing ; the attorneys will take care of this They will also handle the hearing on the teacher' s salary by Richard Bohigian MASC Richard Zeoli was designated as the official voting delegate to the Massachusetts Association of School Committees , Inc for their Annual Meeting on October 22 , 1976 The alternate delegate appointment was postponed for another meeting SECRETARY TO Ruth Wales presented a job description of the Secretary SCHOOL COMMITTEE As she has been elected Vice Chairman of the Committee, she felt that someone else on the Committee should serve as Secretary After some discussion (5) It was MOVED by Charles Courtright and SECONDED to appoint Superintendent-Director Ron Fitzgerald as District Secretary VOTED IN FAVOR - 10, OPPOSED - 1 I II STATUS REPORT It was MOVED by Lawrence Ovian and SECONDED that two special funds be encumbered $10,000 for a computer survey, and $29,469 for a fiscal audit 11 VOTED UNANIMOUSLY It was suggested that bids should be asked for the computer survey Building Improvements It was MOVED and SECONDED to authorize projects A through G (referring to the 15 June 1976 Construction Project Summary) , funds to be taken from the Site and Construction Account VOTED UNANIMOUSLY i i MINUTES It was MOVED by Ruth Wales and SECONDED to approve the l minutes of June 15, 1976 VOTED IN FAVOR - 10, ABSTENTION - 1 TREASURER'S REPORT Michael Lombardo capsuled the Treasurer ' s Report In the regular bank account (operational and payroll ) $33,428 64 Site and Construction $201 61 We have unexpended Maintance Budget $28,996 75 for 1975-76 $15,000 encumbered $13,000 would go back into Excess and Deficiency Account ' EXECUTIVE SESSION It was MOVED and SECONDED to 11 10 to go into Executive Session to review financial and Personnel Negotiations , and construction negotiaions A roll-call vote was taken VOTED UNANIMOUSLY Respectfully submitted , pan Turkington Recording Secretary Approved 44(4 /L %/976 ,,.10 Ronald Fitzgeral , Secretary I , SUMMARY OF MINUTEMAN SCHOOL COMMITTEE VOTES EXECUTIVE SESSION 1 July 20, 1976 MINUTES Voted to make public minutes of January 6, 1976; January 20, 1976; April 20, 1976; and May 4, 1976; and to keep confidential the minutes for February 11 , 1976 To approve and make the executive session minutes of June 15, 1976 COACHING SALARIES Allow the superintendent to proceed in implementing a schedule defined with senior teacher, Ted Rose X51
