The meeting was called to order at 7 43 p.m by the chairman, Mr MF Itizzo ! ''
It was MOVED by Mrs Wales and SECONDED that the minutes of the September 7tli
meeting be approved '
MINUTES Mrs Smith made two amendments as follows '1
1) Under Comments change paragraph 2 on page 2 _o lead
Mrs Smith suggested that there be an occasion 'o honor .

banquet,--to,- to give them awards for excellent work in their
vocational and academic courses
2) On page 4, under the paragraph on hiring athletic j
coaches , Mrs Smith requested an amendment that states

I think it essential that a minority viewpoint on ma t i l
of this sort should be recorded, in the interest, cf I

.Mr Zedti asked: fbr a, statement to be added on page 4
after the vbte, on hiring coaches to state that
Mr Zeoli opposed the vote on •hiring the coaches for
the reason of Insufficient information on why there was
a need for 2 cheerleading coaches
Mr Ovian asked that the amount under cheerleading be
changed to have $125 placed beside each name rather
than the $250 being beside the second name
The minutes were UNANIMOUSLY approved as amended
The Chairman stated that minutes are a summary of the 14
actions taken at a public or executive session When a
member wishes to be recorded, or if a member wishes to
make an explanation of his vote, it is encumbent on them
to add it to the minutes at that time and not later :r
PARENTS ORGANIZATION Mr Eisenberg gave a report on their first executive
sess ion They are sponsoring an open house on October 18 1H
It is going to be a "Back-to-School Night" It is to T,
acquaint new parents with the school but not be a complete
tour They will give the parents an opportunity to bring •
up any concerns they have about the school
Members of the School Committee suggested people who
should receive notices of the meeting In Arlington an
Advisory Board, Chairmen of the School Committees of the
sending towns, ad hoc Regional Finance Committee members,
Town Moderatorso
The Parents Organization offered the names of 4 parents
who would like to be involved with the budget review;
the names will be submitted to the Chairman Pro Tem of
the Ways and Means Subcommittee as soon as the committee
has been appointed
FLOOR COMMENTS Mr John Crowley, a parent from Wayland spoke on the
late bus. situation He feels that as long as we have an
after-school sports program, we should provide a late
bus Other schoystems provide it It is essential
in order for 00i-Is to participate in the sports program
Dr Fitzgerald reported that a student, Harriet Stodley
his made an environmental, impact report of the use of
the school She had to leave, but someone would like to
speak at the next School Comrn, ,f,tee Meeting on this report ;1,',
Ruth Wales MOVED and it was St'_ONDED that we change the
time of the regular meeting to 8 00 and sivn Warrants at 3 yti
7 30 After some discussion, it was decided to keep it
at 7 30 and have no Warrants being signed In the meeting
No formal vote was taken
Mr Zeoli mentioned that ,hehas had several reports on
how well the summer swim pkogram went and how well it
was supervised

Mr Heinrich read a letter from Mr Kelsey, past member
of the Sclgol Committee expressing his appreciation of
the plaque which was given to him
Mr Cormier asked if the committee members would be
getting reports soon on the enrollment A Wellesley
paper reported that 12 pupils had been turned away from
our school The Superintendent-Director said that the,
were time-sharing students and the classes they wished
were full
OLD BUSINESS The Superintendent-Director 's proposal on pupil contracts
for tuition students vs straight tuition It is a way
of getting more revenue It is called a Program Services
Fee rather than tuition The program is graduated as to
when you can start using the revenue
After some discussion, it was suggested that the Ways
and Means Subcommittee could take this question as its
first item and bring a recommendation to the next regular
School Committee meeting
Mr Ovlan. MOVED and it was SECONDED that this item be
tabled
VOTED IN FAVOR 11 Opposed 1
CONSTRUCTION Proposal by the Superintendent-Director
To divide the Trades Hall by building a wall to keep the
noise of the wood shop from the classroom area it will
cost approximately $10,000 using our own students Lo do
most of the work The Superintendent wants to discuss
the plan with the architect to see if the plan will present
any esthetic and ventilating problems Isolating the
wood shop will cost about $5500 and will include insulation
The money, will come from the Construction Account It
will just be for materials and not for labor
MOVED that 'we ado ok Dr Fitzgerald 's proposal for enclosing
the trades halljot up to $10,000, to ba taken from the
Cixnstruction Account, contingent on his discussion with
the architect It was SECONDED
VOTED IN FAVOR 11 ABSTAINING 1
Mrs Wales mentioned that the prototype for this school °
was the Greater Lowell Vocational Technical School ihey
had the same architect Perhaps_ it would be adisable to 4
find out the evolution of that school They must have
found and solved some of these problems
CALENDAR Mrs Wales MOVED and it was SECONDED that we adopt the
Superintendent-Director 's Planning Calendar

It was mentioned that items of interest to the member
towns and Regional Finante Committees be published in
the newspapers and town calendars

teams to, game,antr,back to school but not home, the
Superinte dent Di( ctor said Lots of pupils have
problems with transportation Dr 'Fitzgerald presented
three plans for late buses and recommended that the
School Committee authorize the school to allow Alternative 2,
This would allow 4 regular late buses , 3 days a week at
4 00, and 3 athletic buses , 3 days a week at 5 30 He
would like to start them on October 4 and keep them under
continuous study and the Committee would reserve the
right to stop them if they are not being used These
buses would go across the towns
Mr Hall suggested starting out with Alternative #3
which the school can afford There is nothing preventing
the going to other alternatives when the money becomes
available
It was MOVED and SECONDED that #3 alternative proposed by
the Superintendent-Director be accepted with the condition
that should the money become available that Alternative 2
would be used
VOTED UNANIMOUSLY
AIDE-TEACHER The Superintendent -Director would like permission to hire
an aide,who is a certified,as a teacher for two periods
There is a need for 2 full -time females in the athletic
program
Mr Ovian MOVED and it was SECONDED that an aide be hired
as a staff teacher at a salary adjustment of $1 ,214 38
VOTED UNANIMOUSLY
MBO PROGRESS REVIEW The Chairman felt that having the Superintendent-Director
give a progress report borders on his evaluating himself
Possibly an ad hoc committee needs to be appointed which
can have discussion with the Committee and the Superintendent
it was MOVED to table the MBO Progress Review to a time
when it can be given more attention f,

BY-LAW CHANGE It,was MOVED and ttCONDED to amend the By-Laws as shown
on .the attached document VOTED UNANIMOUSLY
WAYS AND MEANS -The following Committee members were appointed by the
SUBCOMMITTEE Chairman to serve on a Ways and Means Subcommittee, to

with requ'esting funds from Chapter 74 also
Mrs Wales objected to asking pupils to ask for money
that probably will not be forth coming Dr Fitzgerald
said that the 9 students don 't belong wo the member towns
nor to the Boston schools If the METCO contract is not
forthcoming, they will have to apply for Chapter 74
funding anyway
WARRANTS They were ready on Monday noon as requested The Warrants
still don' t fit the system set up at the last meeting
Some figures still are not available
Mr Ovian asked if bills should be made out to persons
or to the school Also some services are not spelled out
Dr Fitzgerald asked that questions be given to him and he
will take it up with the business manager
Mr Zeoli questioned whether we need outside people coming
in to fix things when we have electricians on staff and
learning students The Superintendent-Director said it
was not feasible to take teachers off teaching to do work
TREASURER's REPORT The balance in the regular operating budget- - $70,908 19
The balance in the Site & Construction Acct 6,629 35
Warrants signed tonight - - 55,397 09
Mr Lombardo will have the Warrants on the table in the
meeting room at 7 00 on the day of the meeting
OCCUPATIONAL Beverly Lydiard gave a report on the program which has
COMPETENCY PROGRAM just started
Mr Hall MOVED and it was SECONDED to approve, the staff
list presented by Mrs Lydiard for the Occupat on Competency
Program
VOTED UNANIMOUSLY
STAFFING Mr Avian MOVED and it was SECONDED to approve the
hiring of the following people
'Paul Mille, staff teacher in Power Mechanics , 10-month
contract beginning October 18, 1976, staff, level 3 , at
an annual salary rate of $13,890
Raymond Roberts, custodian, for the period of July 1 -
June 30th, at an annual salary rate of $8400 Including
an, extra amount for night shift, beginning September 9,1976
Una O 'Connell , CETA Instructor - Health Aide, September 1 ,
1976 to June 10, '1977, at a 'salary rate of $13,230

MASS COMM ON The Mperintendent-Director rece ved a bill for $100 11
VOCH TECH -and a request for 2 delegates Lid a Smith reported
that t.hek. do a great deal of lobbying for better educa-
tion. Mr Merluzzo suggested that it would be a good
idea to look at the programs that we are supporting,
and keep in formed of action that is being taken or
should be taken Perhaps someone on -the Committee should
be appointed to focus in on some things and bring them
back to the Committee
Mr Ovian MOVED and it was SECONDED that we join the
MASSACHUSETTS COUNCIL ON VOCATIONAL TECHNICAL EDUCATION
and pay the $100 dues
VOTED UNANIMOUSLY
Mrs DiStefano offered to be a second delegate.
ATHLETIC SUPPLIES Bids have gone out for athletic supplies The Director
selected the low bidder on each item. A summary was
submitted
Mr Courtrlght MOVED that we accept the low bidder on
each item as submitted by Dr Fitzgerald
VOTED UNANIMOUSLY
STAFFING Wendy Osborn was recommended for Assistant Director for
Adult Education for $1500
It was MOVED , SECONDED , and voted UNANIMOUSLY to hire
Wendy Osborn as Assistant Director for Adult Education
COMMENTS FROM FLOOR Mr Eisenberg commented that there are so many students
in the Auto Mechanics class that the kids are doing
nothing and are bored They may start dropping out
The Superintendent-Director said this will be solved su('
Carol Mackie asked for the time for the meeting of the
Ways and Means Subcommittee The time was set for
Tuesday , September 28, 1976, at 8 00 in the Conference Re-in]
Beverly Lydiard checked into the question of Chapter 622
Title. 9 'being complied with in the hiring of athletic
coaches as requested by Lydia Smith Mrs Lydiard wanted
to. go on record that we are very much in the ball park
"4Except for football , everything else was very .yell ,ub
stantiated and that we have done one of the most outstand-
ing jobs of any Voc Tech School in the area
Mrs Smith commented that there, is still football and
Dr Fitzgerald said it is still open to girls
It was MOVED and SECONDED to go into Executive Session at 11 05 p m for the
purpose of discussing legal negotiations with the general contractor and to
discuss salary negotiations with spec:ihfic staff members
