Meeting Minutes of May 8, 2024 10:30 am, Executive Session
Held in-person in Parker room, Town office building

Ms. Tung chaired the Executive session that started by 11:15 am.
Executive Session
Exemption 6: To consider the Value of Real Property – Parcel 68-44.
Ms. Tung requested a motion to go into Executive session under Exemption 6 to discuss the
value of Parcel 68-44. The Affordable Housing Trust Chair stated that an open session might
have a detrimental effect on the negotiating position of the town. Ms. Prosnitz moved. Mr.
Erickson seconded. The Trustees voted in favor of the motion 4-0-0, by a roll call vote (Erickson
– yes, Prosnitz – yes, Tung – yes, Payne – yes).
The Trustees reviewed and discussed the RFP with Town counsel. There were language edits, and
other revisions suggested to various sections of the RFP. There was discussion on the importance
of providing specific requirements to potential bidders so that the developers can respond with
specific viable solutions. The Trustees discussed the flexibility of proposals and acknowledged
that it might be necessary to negotiate certain aspects, especially if an idea was not initially
contemplated.
There was discussion on the financing strategy for development projects, focusing on potential
local, state, and federal subsidies, as well as private sources. They also debated the inclusion of
local preference in zoning permits.
There was discussion on the development pro forma, and the RFP Selection Criteria. The Trustees
emphasized the importance of a holistic approach to evaluating proposals, aligning the
evaluation with actual requirements, and prioritizing site and building design in the evaluation.
They highlighted the necessity of involving key stakeholders in the decision -making process.
Town Counsel will revise the RFP with the comments received. The Trustees discussed being
involved in reviewing the proposals when they come in. The Trustees wanted to be able to opine
on the proposals and be able to discuss the nuances in the responses.
Mr. Erickson moved to adjourn the Executive session of Affordable Housing Trust. Ms. Payne
seconded. The Trustees voted in favor of the motion 4 -0-0, by a roll call vote (Tung – yes,
Prosnitz – yes, Payne – yes, Erickson – yes).
The Affordable Housing Trust meeting adjourned by 12:40 pm at the conclusion of the Executive
session.
