Executive Session - Meeting Minutes of April 29, 2024 9:30 am
Hybrid meeting on Zoom and attended in-person in Ellen Stone room, Cary Hall

Staff present: Carol Kowalski, Assistant Town Manager for Development; Liz Rust, RHSO Director;
Ragi Ramachandran, Administrative Assistant; Stephanie Dubanowitz, Town Counsel
Ms. Tung chaired the Executive session that started at 10:32 am.
Executive Session
Exemption 6: To consider the Value of Real Property – Parcel 68-44.
Ms. Tung requested a motion to go into Executive session under Exemption 6 to discuss the
value of Parcel 68-44. The Affordable Housing Trust Chair stated that an open meeting might
have a detrimental effect on the negotiating position of the town. Ms. Prosnitz moved. Mr.
Erickson seconded. The Trustees voted in favor of the motion 4-0-0, by a roll call vote (Payne –
yes, Prosnitz – yes, Tung – yes, Erickson – yes).
The Trustees reviewed the comments on the draft RFP for Lowell Street, Parcel 68-44.
There was discussion on the best approach to review comments, the potential revisions based
on integrated building policy, the inclusion of detailed unit livability standards, and modifications
required to reflect the Town’s procurement regulations. The Trustees deliberated on
environmental issues, traffic study, local subsidy, language related to developer responsibilities,
property management, and the need for a more comprehensive approach to ensuring diversity
and inclusion in the proposal.
Ms. Tung stated that Mr. Sandeen had requested a memo from Ms. Kowalski regarding the staff
workload involved to support a long-term lease.
The Trustees agreed to send their comments on the RFP to Ms. Dubanowitz. Ms. Dubanowitz will
review and incorporate comments into a revised draft RFP for review at the next Trust meeting.
The RFP timeline will be discussed at an upcoming meeting.
Mr. Erickson moved to adjourn, which was seconded by Ms. Prosnitz, and on a 4-0 roll call vote:
(Erickson – yes, Prosnitz – yes, Tung – yes, Payne – yes), the executive session adjourned at
11:30am.
The Affordable Housing Trust meeting adjourned at the conclusion of the Executive session.
