Minutes, June 17, 1999
A quorom was reached at 6:30 PM. Members attending:
Jane Gharibian (chair), Steve Ellis, David Kanter, Julie Triessl, Ted Mairson, Bret
Kinsella, Caryn Werlin and Raoul Marques.
Also, Cablevision representative Rob Travers.
Minutes from May meeting accepted.
Emergency Alert System -- problem still pending. Cablevision is working on it.
Jane reported that Dan Fenn would be willing to serve on an access corporation board.
David Kanter reported on RCN and wireless issues:
RCN RCN answered letter requesting info. The hub location is still to be finalized, and
the master plan for Lexington will follow that by some weeks.
June 16 Meeting with RCN purpose was to explain utility pole make ready work
and tree trimming.
Question was asked regarding suit against RCN/BECO David summarized
situation,including RCN statement at public hearing that the suits would not
impact work in Lexington.
Wireless Issues: Concern is with "by right' applications not being connected with
applicable regulation. Inspectional Services was made aware of concerns and
agreed to make any conditions an explicit part of building and occupancy permits.
Steve Ellis reported on I-Net status
Cablevision -- Rob Travers reported on a hearing held in Fitchburg on Form 1235 filing
Regarding maximum allowable rates after construction. Cable Division asked for more
info. The question is what constitutes a "system" Current filing is for two systems,
Brookline-Boston and suburban communities.
There would be a true-up after completion based on actual costs.
Cablevision will be able to use estimated rates as systems are rebuilt
Cablevision will be providing revised schedule on a confidential basis.
Kanter also attended. He raised an objection to treating 37 communities as one entity
He will provide formal Lexington input to Cable Division.
Cable Division expects closure on this issue by November 1999
David Kanter reported on Form 500 revision by State Cable Division. It was issued as a
directive June 11, requiring new format this calendar year. David will review order to see
if our concerns were addressed. Lexington was only town participating in the review
process.
