Battin, Chairman 09/13/84 TO: Board of Selectmen DATE: PAGE: FROM: Captain James J Lima, Acting Chairman SUBJECTHandicapped Parking Traffic Safety Advisory Committee CC Peter M. Chalpin, Chairman Dr Eric Clarke Mr Robert Boyer _ Mr Robert Trask On 09/12/84 the Traffic Safety Advisory Committee met at the police station library with Mr Robert Hilton, Director of the Cary Memorial Library, relative to a request by the Library Board of Trustees for a handicapped parking space, either on Mass Avenue near Clarke Street, or on Clarke Street itself Mr Hilton described the existing accomidations in their lot, but` added that these arrangements are not well suited to those who prefer to park on Mass Avenue or Clarke Street The committee unamiously rejected the request for the following reasons (1) Handicapped persons who park along Mass Avenue or Clarke Street are forced to exit the vehicle on the traffic side in a heavily travelled J area already recognized as a high accident location. The committee felt that their safety would be unnecessarily endangered if allowed to do so (2) Elimination or removal of the existing bus stop on Mass Avenue to accomodate the requested handicapped space would not serve the best interests / of those who use the bus stop It would be difficult to find an alternative location for these bus patrons (3) At the present time, there is no access ramp into the library from either Mass Avenue or Clarke Street thereby suggesting that the stairs J must be used In the alternative, one may use the ramp from the parking lot which is designed to accomodate handicapped persons and seems to satisfy all anticipated needs with respect to access Accordingly, the committee respectfully recommends against the requested new "Handicapped Space" as described by Mr Hilton and the Library Trustees Committee Members Present Captain James J Lima, Acting Chairman Dr Eric Clarke Mr Robert Boyer Mr Robert Trask , .A
