On 09/12/84 the Traffic Safety Advisory Committee met at the police
station library with Ms Patricia Brandes of the Waldorf School and one of
her associates regarding their request for speed bumps at the "Adams School"
and their shared concern for the safety of the school children.
C
The concept of speed bumps was discussed at great length and it was
pointed out to the petitioners that speed bumps in this particular lot would
create a dangerous condition. One proposed bump located at the start of a
downgrade would create a "ramp" effect and during slippery conditions would
create steering and braking difficulties, not to mention the difficulties
associated with approaching the bump on an upgrade Further, the potential
for abuse of the "ramp" by children riding bisycles, and others, negates any
possible positive effect they might have on the reduction of speed in this
lot From evidence at hand, the committee found it difficult to identify a
problem related to speed although the petitions did describe some isloated
incidents involving teenaged drivers who use the access road to the pond at
the rear of the property, particularily during the warmer months when children
are playing in the area.
It was suggested by the committee that the petitioners request
an appropriate barrier suitable to others including the Director of Public
Works, which would eliminate the use of this roadway except to authorized
vehicles such as DPW trucks, and police and fire department vehicles An
appropriate sign should accompany the barrier thereby inviting, and supporting,
police enforcement regarding trespassing by unauthorized vehicles The
language of the sign should specifically include all unauthorized motor vehicles
including motorized two and three wheeled vehicles and snowmobiles
It is further recommended that the police department include this
area periodically in order to present a visual deterrent and reduce unnecessary
traffic during the course of their normal patrol activities

ADDENDDM.
It is further recommended that the twelve existing public parking
spaces be-reduced to four, and that parking be prohibited between buildings
in order that an improved circulation of traffic might be developed by those
using this facility The committee would be pleased to assist in developing
this further, subject to approval by the Board of Selectmen.
