Traffic Safety Committe Mrs Bonner
At its meeting of 5/2/84 , the Traffic Safety Committee
met with Mrs Janet Bonner, 37 Winthrop Road to discuss
traffic on Winthrop Road
It was explained to Mrs Bonner that posting a 20mph
speed could not be done. Posting speed limits is a process
involing radar speed studies performed by the Commonwealth
of Massachusetts Department of Public Works and the Registry
of Motor Vehicles. The 85th Percentile Speed is determined,
and the speed limit is set at that figure. Since, under the
fundamental speed law, the speed limit on Winthrop Road is
now 30mph, it is unlikely that an 85th Percentile Speed would
be less than 30mph. If however, the 85th Percentile Speed
is found to be greater than 30mph, the Town would be obliged
to post the higher speed limit. The Committee does not feel
that this would be appropriate and recommends rather, that
the Police Department be requested to increase enforcement
of the current 30mph speed limit We also recommend that
"Caution Children" signs be installed near Waltham Street
and Highland Avenue It is further recommended that consid-
eration be given to including construction of a sidewalk on
the southerly side in the FY 86 budget
