At its meeting of March 2, 1988, the Traffic Safety Advisory Committee reviewed the
letter from Mr Gary Eidson concerning traffic at Hartwell Avenue and Maguire Road
Mr Eidson did not attend Existing conditions are as follows.
a Maguire Road is now controlled by "Stop" and "Yield" signs, and Hartwell Avenue
is striped for one travel lane in each direction;
b In the past, a detail officer directed traffic during the P M. peak hour,
however, although posted daily, this detail is now seldom filled. It is
anticipated that, once training is completed, an auxiliary officer will fill
this detail;
c. Enforcement of the 40 MPH speed limit is ongoing, and all of Hartwell Avenue is
included in the selective enforcement program;
d A 25% submittal for improvements was sent to Massachusetts D P W in 1982/1983,
but will not be reviewed by the State until Bedford Street is resolved. Their
position is that Bedford Street is the bottleneck and that improving Hartwell
Avenue traffic flow would be senseless without improving Bedford Street traffic
flow
Included in the 25% submittal was a proposal for signalizing Hartwell Avenue and
Maguire Road. This required widening, as shown on the enclosed sketches, in order
for the intersection to function Without widening, signals cannot be installed

To date, all that can reasonably be done has been done, and any further improvements
necessitate major physical changes, which depend on the disposition of Bedford
Street As a measure of last resort, the Town could assign a regular duty officer
to direct traffic during the P M peak hour, but we are not sure that this would
make any appreciable difference We must bear in mind that the vast majority, if
not all, of the Hartwell Avenue and Maguire Road drivers are aware of, and prepared
for, the rigors of traveling in this area, and that until a Bedford Street/Hartwell
Avenue package is completed, we can all expect the prevailing situation to
continue
