North Lexington Road Improvement Study Committee A .i'u'`' Present G Burnell S Castleman, J Eddison, R Fitzmaurice, E Grant, M L Miller, H Schmickley, H A Smith, and L N Smith Absent W Scouler The meeting was called to order at 7 40 p m Thursday, October 1, 1987 in room 201 of the Town Offices with George Burnell, Chairman, presiding After a brief discussion it was unanimously VOTED To approve the minutes of the previous meeting as presented Mr Burnell then reviewed the status of the project including the meeting with the State DPW in February, the revision of the plan by Boston Survey Consultants, submission of the plan to the State by BSC (without the Selectmen' s knowledge) , and the approval by the State of that plan if we would agree to closing the median in event of serious problems The committee was presented with the draft of a reply to the State prepared by Dick Cooke (BSC) and Jack Eddison A lengthy discussion ensued exploring the issues, al- ternatives, and the appropriate action to be taken Mr Burnell then asked for any motions appropriate to the issues It was moved by Bob Fitzmaurice and sec- onded by Howard Smith to accept the draft response and the recently submitted plan After a short debate the motion was defeated by a vote of 2-yes and 6-no It was then moved by Uoward Smith and seconded by Larry Smith to respond to the State "that should ser- ious problems or accidents occur at Eldred Street that signalization of the intersection be considered rather than closing the median and that the Town participate in that process " The debate which followed weighed heavily on distrust of the State DPW With a vote of 4-yes and 4-no the motion failed to attain a majority It was then moved by Larry Smith and seconded by Mike Miller that we respond to the State that if there are problems the intersection should be signalized before considering any other action After further discus- sion it was VOTED To respond to the State DPW that if after1the project construction is completed there are serious problems or accidents at Eldred Street , signal lights shall be installed in accordance with the appropriate Warrant of the Manual on Uniform Traffic Control Devices If signalization shall fail to resolve the safety prnhlem then_ closing of the median may he considered Mr Burnell is instructed to work with Mr Cooke in framing that reply for the Town Manager Six (6) in favor and two (2) against , motion carried It was then moved by Mike Miller and seconded by Harold Schmickley to drop the project if the forego- ing is rejected After only a brief discussion it was ~ r ~ VOTED That unless the State agrees to signalize the intersection at Eldred Street in the event of problems prior to closing the median, then the Town shall abandon the project and retain Bedford Street in its present configuration In favor 6 Against 2 The No votes in both motions asked to be identified as one in favor of the September 30 draft response and the other now opposed to any construction unless the light is part of the original construction There being no further business to come before the committee, it was unanimously VOTED To adjourn Adjourn as voted A true record ATTEST M L Miller, Secretary
