HomeMy WebLinkAbout1973-05-24-SILC-min.pdf SI LC SUBREGION INTERTOWN LIAISON COMMITTEE Formed by the towns of BEDFORD BURLINGTON CARLISLE CONCORD LEXINGTON MINUTES OF 5/24/73 MEETING IN LEXINGTON LINCOLN SUDBURY WAYLAND WESTON WILMINGTON ACTON Mr Fred Bailey, Selectman, and Mr Stanley A. Brown, Planning Board, welcomed the delegates and guests Mr Caswell expressed SILC's appreciation for Lexington's hosting the meeting, and introduced Larry Brennan of the MAPC. Mr Brennan is taking over Bill Giezentanner's SILC effort for the MAPC as Bill has resigned. Mr Caswell expressed SILC's appreciation for Bill s efforts over the years The Chairman's report noted the $8500 voted by Concord, Lincoln, and Weston town meetings for matching transportation planning funds, and the formation of the SILC-sponsored Minuteman Regional Refuse Disposal Planning Board (Boxborough, Concord, Lincoln, Maynard, Stow) The Board will meet the second Thursday of each month and rotate amongst members as does SILC. Mr, Caswell commented on the Arthur D Little report for the Mass Aeronautical Commission and its recommendations concerning the use of Hanscom for passenger jets SILC has stated a position to MAC Director Crocker Snow and has requested all SILC towns to oppose the ADL recommendations through SILC to Dr Snow Mr Caswell reported that he had commented to Secretary Altshuler in response to the NW Corridor report. Copies of the summary were on hand. He also commented that SILC did not necessarily favor Red Line John R Caswell Chairman Box 98 Lincoln, Massachusetts R •4 -2- extension to 128 over upgraded commuter rail and that SILO was anxious to work with Lexington on the matter Mrs K. C Black of Wayland has requested representation on a steering committee studying the possible MDC use of Sudbury River water She particularly emphasized the need on the committee of persons living or having businesses on the river Norumbega Association sponsored an all-day seminar in regional govern- ment plans in Lexington on 5/25/73, and is holding a Land Use and Urban Growth workshop at Hanscom School cafeteria on 6/7/73 Mr Charlton spoke of his Festival Week group's plans for a parade in 1975 honoring Army, Navy, and Marine Bicentennials in which the evolution of these forces might be depicted. He readily acknowledged that the Minute- man Area might be saturated with parades and thus might find another area better suited. He will keep SILO informed and vice versa Mr Caswell announced the resignation of Mr Ronald Espinola of Sudbury He expressed SILC's appreciation for Mr Espinola's efforts and the hope SILO could continue to work with him from time to time. Mr Forbes reported on the Dyer report which recommends catenary electrification of rail lines for surface transit Mr Caswell announced his resignation from SILC due to his moving to the Marshall Islands for two years He opened the floor to both nominations for Chairman and Vice Chairman and also to discussion of a proposition which would allow two Co-chairmen instead and also meetings on demand instead of on schedule After discussion the membership voted the Co- chairman option for one year only but expressed its desire that meetings be regularly scheduled. Mr Howard M. Forbes of Weston and Mr Robert E Rader of Concord were elected co-chairmen. Mr Spindler of Lincoln asked that the minutes record SILC's appreciation to Mr Caswell for his chair- manship over the last four years Miss Carol Ludden, Director of Planning for the Massachusetts Bicentennial Commission,and Mr Robert Sloan of EOTC spoke on Bicentennial plans Mrs Mary Herbert also of the Bicentennial Commission joined them. Excerpts from their remarks and the event discussion follow . 4 -3- The Bicentennial will run from April 1975 to November 1976 There may not be a need for large numbers of rooms in addition to what now exists The Commission is starting a survey this month. They have already met with private campgrounds The survey report is to be ready 6/30/73 Transportation planning revolves around information input (who comes when) and output such as advertizing, reservations, guide- books information on park and ride, etc. Definitive plans will be published in the fall. A portion of the $40, 000 available from medallion sales can be used for one bicentennial project in each town. The Commission wants inputs from all sources but through the towns Guidelines will be published shortly Harbor Islands, the Urban National Park in Lowell, and the Con- necticut River Valley Bicentennial Projects are well underway Military facilities are planned for overflow only Regional meetings for all groups and all citizens are planned. Calendar information is necessary to the Commission, but will not be published if town doesn't wish it. Also special statements (i. e "No cars allowed", etc. ) will be published if desired. Send all information to Mass Bicentennial Commission 10 Tremont Street, Room 64 Boston, Mass 02108 Telephone 727-5046 It was pointed out that Town Commissions can be non-profit organizations and receive gifts as well as tax dollars Mr Sloan spoke of transportation in four pieces (1) entry ports; (2) intercept parking; (3) sub-modal (parking to site) and (4) infor- mation on policy There are only 3 gateway centers now They plan 11 more on state highways plus more on the turnpike. The 2 Howard Johnson's on 128 in our area will serve -4- Parking along 128 and 495 is being planned, with Hanscom, Fort Devens Camp Curtis Guild, Weymouth NAS, and CoE Waltham all candidates. Industrial and institutional parking lots are also being considered, but, as Mr O'Connell, Town Manager of Lexington, point out, many of these will be used by relatives of employees etc This is good, but some arrangement for fares and transportation to and from the sites must be worked out. Mr Sloan envisioned a package charge -- parking plus submodal fare -- for other lots Some DPW lands and state lands land adjacent to railroads, Schaeffer Stadium, etc are also being considered. Transit will probably not be railroad. There is too little time to fix the Lexington line and very little money Concentration of what there is will probably go to the Fitchburg Division. Poor parking, fewer Budd cars in summer due to maintenance and the question of whether state or towns pay the subsidy all limit use of rail. Buses will most likely be used in tour form, parking-to-site, intercity, or MB TA. Information will be disseminated on how to reach intercept parking, where to go when so as to spread the peaks Messrs O'Connell and Brown of Lexington spoke of their perimeter parking efforts, that parking and traffic control were costly, and asked who was going to pay for it. There is a chicken and egg problem, for until requirements are tied down, costs cannot be assessed, and yet towns want to know how much money is available so that they may plan, Ms Ludden hopes to have the scope definitized by summer's end. A three-month consultant contract to David Crane &z Partners for this purpose is about to be let. Mr Small of Lexington wanted to know who was coordinating the various plans SILO s, Rep. Cole's etc , and whether parking and accommodations will be coordinated. Bicycle trails are being coordinated with the DNR MDC, and DPW Paving for temporary parking will be kept as small as possible, and it will be placed, if possible, where it would be town up anyway (intersection Rtes 95 and 128) yv rb -5- Dynamic information means (slide shows, etc. ) are expensive, but efforts will be made to curtail paper that can possibly pollute. The state will limit the use of the state seal and logo for example. Sanitary planning depends on where facilities are needed, for both the DPW and Dept. of Public Health have jurisdiction. It was suggested that local cars be given appropriate stickers with their excise tax bills so that residents can move properly in towns during car restricted times The state hopes to help the communities in the areas of peak demand such as sanitation units for visitors over a "design" day number etc Mr O'Connell requested again that the state identify those responsibilities it is prepared to assume so towns can plan.
