HomeMy WebLinkAbout1973-02-15-SILC-min.pdf I 4- 4L0 SUBREGION INTERTOWN LIAISON COMMIT f EL Minutes of Burlington, Mass Meeting 2/15/73 Chairman John Caswell welcomed attendees He regretted that the DNR' s land use study was not yet available He reported that all towns except Wilmington, Sudbury, and Bedford supported Bill 51373 to purchase/renovate rail rights of way by the Commonwealth Mr Caswell testified at the state house in support of h1208, a bill by Rep Cole and SILC member T Costello of Lexington, to underground the high voltage transmission lines where they traverse Minuteman National Park Ac the same time he testified in favol of several other bills in favor of undergrounding ,ervice wires by Rep Gannett (Wayland-Sudbury) and a bill establishing the concept of "scd«ic roads" in Massachusetts along which power lines would have to be buried H1208 has been sent to Selectmen and Planning Boards with a request for formal support Delegates to SILC for 1973 have been certified only by Lincoln, Lexington, and Weston. Mr Rader of Concord proposed a by-law change to have the "SILC year" it run from May to May so that town meetings and elections can be completed prior to appointment of SILC delegates Mr Caswell indicated this would be discussed i. March at Wayland Mr Caswell reminded Towns that services in lieu of money may be used to match federal funds and that this was a way in which Towns could support Bicentennial Transportation Planning It was reported that MI Robert Murphy, Ass 't Sec for .Lansportation for Massachusetts, had not been able to report any new developments in this effort to gain federal funds So far Lincoln, Concord and Weston have warrant articles He is also attempting to see if Towns can earmark dollars via the MAPC for SILC use Robert Rader read a draft of his letter urging DPW Comm. Campbell to use all extraordinary means to remove route 2A from the Minuteman Park by 1975 this leetet will be formalized and sent to Selectmen and Planning Boards for formal concurrence Mr Rader reported on Comm. Campbell's Route 2 Task Force of which he i a member His report merely underlined the need for extraordinary measures to achieve a minimum of Route 2 relocation by 1975 There was no report on Route 20 Arthur Barnes of the Norumbega Foundation reported on his two TueeLI,r - one on transportation planning and one on regional government Brief descriptions were available to attendees and are available on request from Mr Barnes Mr Caswell noted that he had spoken to a group of Towns in Hinga&u who are interested in a SILO like union He also noted that the NW Corridor Coalition of 14 cities and towns had been silent since before Christmas Mrs Marion Thornton reported that her discussions with the Concord i Reformatory personnel as regards a high temperature incenerator on Reformator land were fairly encouraging Mass Corrections wants a more definitive pl,n John McGlennon, Regional EPA Administrator says there is no chance of federal help Mrs Thornton believes there may be dollars from the private sector, however The next meeting will be in Wayland on larch 22, 1973
