., 19/' ' IF PROPOSED Memorandum of Understanding between Bicentennial Committee and Celebrations Committee of the Town of Lexington relative to Program of Bicentennial Events of 1975 1 The primary objective of all Patriots Day events of 1973 and 1974 shall continue to be to give the residents of the Town suitable and well- executed celebrations Special objectives in the planning and execution of events in 1973 and 1974 shall be to try ideas aimed at improving quality, control, and participation within reasonable budgets The Achievements of these primary and special objectives within appropriated budgets shall be the responsibility of the Town Celebrations Committee, with all appropriate assistance to be rendered by the Bicentennial Committee and the Parade Advisory Committee 2 During 1975 the Town Celebrations Committee shall function as a sub-committee of the Bicentennial Committee All of the by-law respon- sibilities of the Town Celebrations Committee shall be carried out in 1975 by the Town Celebrations Committee reporting to the Bicentennial Committee and in a manner pursuant to the 1975 program and theme to be adopted by the Bicentennial Committee 3 Specifically related to Patriots Day weekend of 1975, the Town Celebrations Committee shall be responsible for all parades to be scheduled by the Bicentennial Committee All aspects of fundamental importance to successful parade execution are to be submitted to the Bicentennial Committee before final commitments are made by the Town Celebrations Committee Essentially the Bicentennial Committee (which will be held ultimately responsible) will be depending upon the judgement of the Town Celebrations Committee to submit for approval to the Bicentennial Committee any decision which will have a significant impact on the results of any activity which the Town Celebrations Committee is running in 1975 +`78 Copy Town Manager 11-30-72 40 wok ,or 4 In addition to the parades, on April 19, 1975, the Town Celebrations Committee shall be responsible for all other activities which have been associated with the day of Patriots Day in 1973 and 1974, and any unique activities scheduled by the Bicentennial Committee for April 19, 1975, which may be designated as the responsibility of the Town Celebrations Committee All VIP invitations and all invitations of a political and social nature customarily issued by the Town Celebrations Committee or deemed appropriate in 1975 by the Town Celebrations Committee shall be submitted to the Bicentennial Committee which will either approve this issuance by the Town Celebrations Committee or route them to an invitations committee for its consideration and possible issuance in the name of the Bicentennial Committee 5 In addition to the other normal responsibilities of the Town Celebrations Committee (such as Veterans Day and Memorial Day) in 1975 there may be special occasions which will be designated as Town Celebrations Committee responsibilities if in the judgement of the Bicentennial Committee the Town Celebrations Committee is best qualified to take charge of them 6 As we get closer to 1975, it may become appropriate to change the above guidelines or to become more specific as the projected events come into clearer focus These guidelines have been prepared to clarify responsibilities so as to permit maximum latitude while avoiding unnecessary overlap, duplication, and unproductive independent action Raymond B Barnes Kingston L Howard for Celebrations Committee for Bicentennial Committee Date ,i �`i { Resolution passed in joint meeting February 17, 1972 RESOLVED• that the assembled persons here do agree that the mayor, selectmen, or town manager of the several cities and towns involved in the events of 1775 in Middlesex County, should appoint one person to represent the town or city RESOLVED to work in concert one with another to pool resources, discuss the coordination of mutual problems, draft articles and perform those duties deemed essential to efficiently handle common problems of transportation, parking, and accommodations which will be attendant to the commemoration of the events hereabout in 1975 and 1976. RESOLVED that said appointed members meet at an appointed place in the Town of Lexington on or before April 1 , 1972 for the expressed purpose of organizing their format and that until a chairman is elected it be requested that this meeting be moderated by the Chairman of the Board of Selectmen of the Town of Lexington, or his appointee, and assume the responsibility of communicating this resolution to the respective communities.
