CONSERVATION COMMISSION
MINUTES of Commi sion meeting April 20 , 1971.
The meetir.fr was cali&::i to order by the Vice-Chairman Dr. Kassler
at 8 05 p.m, with Nrs. Frick, Messrs Mazerali and Friedman and
Mesdames Rawls and Solomon as well as visitor Steve Warshawer,
a Boy Scout andeighth grade student.
Steve expla.jred hib, mission to the Commission - to seek guidance
in mapping a conservation-cleanup project in which he could direct
a group of several boys. The Commission recommended cleaning
Locke Pond in the Whipple Hill area Dr. Kassler offered
to walk the area with Steve to see what had to be done. S eve said
he would seek approval of his scoutmaster.
Acceptance of Minutes
F bruary 22 - Accepted as amended.
March 1 - Paragraph 3 - Mark Moore proposal last two lines should
read, " -stream, Mr. Zaleski reported, saying he did not see ad-
verse effect in this. Commission agreed. "
March 9, Page 1 , paragraph 5 should read, "Mr. O'Connell asked
questions about the report, which were referred to Mrs. Frick,
who was out-of-town. "
March 9, page 2 , para. 2 from line 5 on should read, "rezoning in
this area, he said, would limit the Town' s flexibility. Accord..
ing to Mr. O' Connell , acceptance of some of the land for conserva-
tion would add to the Commission' s concerns the Town Counsel's
worry about the uncertainty of title status. Mr. O' Connell said
there are 18 privately-owned lots in the proposed conservation
area and rat least 200 to 300 lots of unknown title status exist
in the entire Meagherville area. Land donated to the Town by
Robert L. Lyon lies within the posposed conservation area. "
March 9, page 2, para 4, second sentence (line 5 on)should read,
"If the Commission wishes the Town to take any further action, he
said, more facts would have to be gathered by the Commission. He
pointed out that the most logical body of Town to apply leverage
with Mr. Cass would be the Planning Board, whose approval is
needed for subdivision plans, etc. Outcome of this discussion:
Agreed that the Town procedures with respect to the Hatch Act
should be discussed at a joint meeting of the Commission and
Selectmen. " (Last sentence, no change. )
March 22, para. 1, line three to end to read "acreage after Mrs.
Ballou and the Commission make final agreement about the exact
boundaries of the purchase upon survey of the land.fi
March 22 , para. 2, sentence 1 "The Commission discussed strategy
and presentation of conservation articles on the Town Meeting floor."

representative (page 2, para. 3 on Seedling Town Forest) should
be corrected to "Robert Sawyer" , Mrs. Frick said.
Schedule of meetings in May was tentatively set up for May 3, 11
and 17, with the next meeting on June 7. This will be recon-
firmed at the April 26 meeting before sending out official notices.
Mr. Brown (who arrived shortly after the meeting began) said
he would check with Mr. O' Connell about the need for Tuesday
meetings so Town Manager could attend.
Sewer Project over Strip of Steeves Land. Mr. Brown said the
Commission had agreed to convey the necessary documents and plans
to HUD and DNR after Mr. McSweeney prepared them. Mr. Brown has
already had a conference with HUD about the Town Engineer's
plan, and now what is needed from Town Counsel is a document con-
veying the Conservation interest over the small affected strip
to the Engineering/Public Works Departments for sewer easement.
Then HUD has to approve all documents. Thus the Town would go
about putting in the sewer in complete legality, as Town Counsel
would have it.
No news on - Shawsheen River Basin DNR ruling clarification
Whipple Hill additional Town expenses to be reimbursed
50% by HUD (OSA-51)
OSA-51 extension. Mr. Brown said HUD is slow to reply.
Assessors' Maps. A set of assessors maps has been requested from
Engineering Department, to aid in planning until such time as the
maps from photogrammetric survey will be available (pictures are
now being taken for this, before trees are in leaf) .
Article for June Town Meeting The Commission was notified that
a citizen article calling for an increase in the number of
Conservation Commission members to seven will be submitted by
the Citizens for Lexington Conservation
Maps and Plans. Mrs. Rawls showed the open space and available
building lots map prepared five years ago by the League of Women
Voters. She is updating it. Agreed to divide planning respon- x,
sibility according to the "Superblocks" drawn by Mr. Zaeski in his
Interim Open Space Plan of 1968. Map enclosed; assignments below.

Filling on Parker Land. Commission members reported observing
quantities of fill recently placed upon the Parker land. Ac-
cording to Mr. Parker at the Hatch Act hearing in December, his
filling project was completed. Hatch Act determinatdon did not
include permission for additional fill . Letter will go to Board
of Selectmen on this.
Letter from Governor on Earth Week - April 26 through May 2.
Earth Week in Massachusetts is cne week later than the rest of
U.S.A. . Commission members commented that official word of this,
received April 14, was too tardy to plan local observances
Vine Brook housing for Elderly is taking up about one more acre of
land than originally contemplated. Area residents have expressed
_oncern that additional units could be put in. Commission members
responded that they did not' believe proiect could go beyond
scope of what was passed at Town Meeting - 50 units. However, Town
Meeting may have to consider some rezoning to permit adequate ac-
cess to Waltham Street from the development.
