The meeting was called to order by the Chairman, Mr. Brown at 7:58 p.m." with other Commission members Mr. Cohen, Mrs. Frick, Dr. Kassler and Mrs. Rawls and ex-officio Member Mr. Mazerall present. Also present were Associate Members Mesdames Nichols and Solomon and Messrs. Fried.. man and Smith, plus League of Women Voters observer Paula Alden." Walk for Mankind for the benefit of Project Concern will take place Saturday, November 13 (rain date, November 14) . Use of Swenson Farm land as a check point for the walk,in which high school and junior high school students will be participating, has been request. ted in a letter from Mrs. Howard Cravis. The group will provide portable toilets and serve refreshments on the grounds and they have promised to leave all in the condition they found it. MOVED and PASSED that this use of conservation land bespproved. Mrs. Greene will see that letter is written to Mrs. Cravis. Letter from Selectmen Re BtJ.lou in reply to Mr. Brown's letter of October has been received. Result of Selectmen's action: Ballou option now ready to be signed. A thank you letter will be sent for the prompt action. Mass. Association of Conservation Districts Annual Meeting on November 16, from 10 a.m. to 3 p.m., will feature Lincoln's out- standing conservation program. Meeting to take place at the Publick House, Sturbridge. Mass. Association of Conservation Commissions bill of $45 for annual dues approved, with remark on its high amount.. Also received were notice of Oct. 19 meeting on Planned Unit Develop.. ments of the Cooperative Extension Service and the New England River Basins Commission Newsletter. Hatch Act Enforcement Follow-up letter from DNR on lapse of permit sent to Cataldo and Howland c/o Emerson Gardens. Land now belongs to Maloney. Executive Session was declared at 8:20 p.m. and lasted until 10:45 p.m. Report of MACC Meeting of Saturday was given by Mrs. Solomon, who attended with Mrs. Greene. The most significant news from a panel on legislation was that bill H3240, to place Hatch Act jurisdiction under the Conservation Commissions of .cities and towns rather than under their boards of Selectmen, has passed the Ways and Means Committee. Rep. Dwinnell of Millbury is sponsor of the bill. DPW is opposed. Additional report from Secretary attached. N.E. Chapter of Tree Wardens is looking for a speaker on the re- lationship of tree wardens to the conservation commissions., Mr. Friedman anA/or Mrs. Nichols will look into this. The meeting was called to order by the Chairman, Mr. Brown, at 785 p.m. with Commission members Mr. Cohen, Mrs. Frick, Dr., Kessler and Mrs. Bawls also present, as well as Associate members Mr.• Fried.. man and Mesdames Nichols and Solomon. Visitors were Joe Hadley (and his father Phil Hadley) and Tim Norman of the Diamond Jr. High School Ecology Club and Miss Carol Batstone. Minutes of the Open session of the September 27th meeting of the Commission were accepted as submitted. Ballon. Mr. Brown reported that on Friday he sent to the Board of Selectmen a formal request that the option be drawn. Included in his letter were financial facts and terms of the agreement between the Commission and Mrs. Ballou. Copies of the letter also went to Town Counsel and Town Manager. Titelbaum. Exact status not know to the Commission. Mr. Cohen will inquire of Town Manager. At 8:12 p.m. Mr. and Mrs. John Dillon arrived and the Commission declared executive session to meet with them and Miss Batstone, as well as to discuss other matters of financial interest to the Town., The Executive Session lasted until 5 minutes prior to adjournment time. Boston Transportation Planning Review Consultants met with represene tatives of various Town boards last week as part of a long..range study of transportation needs of the area. Mrs.' Frick represented the Commission. N.E. Region Environmental Improvement Program will be launched with a two-day conference early in November. The Board of Selectmen sent the Commission notice of the conference as well as their letter to the Garden Club Federation of Massachusetts, sponsors of the conference,,, stating that Mrs. Biffin has been appointed the Selectmen's represent.. tative to the conference. ule. Wilson and Frissoreroperties have been fully purchased by the Town, according to copies of recent letters from Town Counsel to the Tax Collector. The Check for the Drummer Boy land, also on the federal and state applications for the 1970-passed purchases, has been drawn and paper-passing should come soon. As soon as all checks involved in the above transactions have cleared, the Com- mission can send in final applications for reimbursement from HUD and DNB. These purchases should be publicised soon. The meeting adjourned at 10:53 p.m. The next meeting of the Como. mission will take place at 7:45 p.m. MoeaRy, October 18, in a conference room in either Cary Hall or the newly renovated Town Office Building.
