PLANNING BOARD AND BUILDING COMMITTEE
Meeting - - - - November 6, 1969
Present: Mr. Gray Executive Asaistant, Mr. Zalesky, Mr. Clark,
Mr. Kenney, Mr. McSweeney, Mr. Otis Brown and Miss
Chisholm.
The meeti.ng took placs in the Selectmen� s Room at the Town
OPfice Buitdin� at 9:00 a.m.
Mr. Clark advised that Mr. Eric Lund could not be present
at this meeting and would meet with tkaem later.
Mr. Clark and Mr. Zalesky discussed the inadequate space
allocated to them in the new building. This seemed to ¢enter
around the lack of storage space for dead storage as well as
lack of future space for anticipated additional personnel.

The group went out and looked over the present space ax�d
came back with an agreement that actually they were not too
badly off, space could be used for more than one purpose.
The extra room could be used by the Planning Board during the
day. However, it ahould be made clear, it is also available
for the use of various groups.
Mr. Kenney made the point that actually the space allocated ::
to the Plannin� Board is far superior and more functional than �
their present space, and that some files would have to go into
dead storage.
After much discussion, it was agreed that they were not too
badly off. It wae brought out, that actually much time and
thought has been put into this project by the Architects and
everyone involved. There ia space for ofPice uae not assi�ned
as yet, and if the space is needed - it is available . Al1
dead storage fbr all departments should ba removed to a dead
storage area in the basement and not take up space in the
actual workin� areas. It was a�rsed - there is no actual problem.
All wers in agreement that everyone would have to make a
coinpromise in order to �et something to aell to Town Meeting.
We have added 1,000' of space; 500� per floor, to the original
plans. We ean� t sell false economy, taking e�erybody into (
cons3:deration.
The question oT micro-filming was discussed and it was agreed
that it would not be practical for us a� this time.
Mr. Clark and Mr. Zalesky retired.
The cnntract we have with Perry, Dean and Stewart was dis-
cussed at length. It was agreed that an agreement in writing
between the Architect and Mr. Legro should be tied down. A date
around the first of December set for preliminary plans. If we
don� t have this, we should follow up ixmnediately to make sure I
that we do have it right. away. We are anxious to get started,
or we are going to have a problem if we delay longer.

In connection with this meeting, the followin� items were
brought out that must be attended to ri�ht away:
1. Mr. Gray is to contact the Architeat oxi the phasing oub of
this work as follows :
1. New addition I
2. The remainder of the work !
3. Police Station
2. When the actual time comes For the operation to begin, a
procedure should be established.
a. Should the whole operation be moved into Carey Hall?
b. Should Public Works Department be moved into the garage?
c. Should all personnel be moved out oP the present j
location for the purpose of new conatruction? !
d. Should vaults for permanent records be moved into the �
basement of the Police Station?
e . Should temorary space be hired in the De Felice base- i
ment for storage?
3. Thought must be given to re-location of personnel. I
!}. We should ask Mr. Deans for his suggestions regarding the �
construction. In connect3on with this, we will have to ask
for appropriation at Town Meetin� if we have to lease.
5. A survay of tentative schedules for phases of building con-
struction should be made - department by department.
7. Heating and air conditionin� engineering is to contaet us .
8. Telephone Compsny is to be contacted for this phase of work.
9. There is still the question of brick to be used for the
new building in connection with the Aistoric Districts . �
10. It is imperative that we stay on top of the Architect to
make sure that they have everything they nesd. �
11. We are to come up with a dead-line date.
