COMMITTEE ON PROCEDURES OF
STREET RECONSTRUCTION AND
UNDERGROUND WIRING
Meeting was held on October 26, 1970 at Mr. Eisenberg' s home.

Mr. John McSweeney, Town Engineer
1. The general discussion held with Mr. McSweeney was concerned
basically with the memo of October 2, 1970. To recapitulate
a long discussion, Mr. McSweeney agreed that a time sequence
for preparation of plans is acceptable provided that money
is available for planning during this phase. This means
that the town meeting would have to appropriate money for
design of streets only. The same procedure should be followed
for sidewalk construction as well as streets. Mr McSweeney
felt that the procedure should allow the Planning Department
flexibility of design based on sound engineering practice
rather than a rigid adherence to sub-division or other rules
and regulations Basically this would give the Town Engineer
an opportunity to exercise his judgment in the design phase.
Mr. McSweeney agreed that an advisory group of two or
three members, to act as a liason between citizens and the
town engineering department, would be helpful as long as they
are not dictating engineering procedures.
2. Based on the discussion with Mr. McSweeney and among the
members of the committee, it was decided that the October 2, 197(
memo would become the basis of the report and this memo would
be rewritten by Mr. Chapin aid Mr. Eisenberg to reflect the
items taken up in the discussion.
3. A brief discussion was held on the underground wiring problem
and it was decided that the street procedures would be
submitted immediately and a separate report for underground
wiring would be submitted at a later date.
4. A brief discussion was held on Chapter 90, Street Construction
Procedures, and both Mr. McSweeney and Mr. Graf urged that the
Massachusetts Selectmen' s Association be requested to
investigate and ask for a change in this regard. It was felt
that an individual town would have less leverage in obtaining
any changes with a state agency.
5. The next meeting was scheduled for Monday, November 9th.
As of the writing of these minutes, it is rescheduled to
Monday, November 16th at 8 30 P.M. at Mr. Eisenberg' s home.
