COMMITTEE ON PROCEDURES OF
STREET RECONSTRUCTION AND
UNDERGROUND WIRING

Meeting was held on September 21, 1970 at Mr. Eisenberg' s home.
Present Mrs. Natalie Riffin
Mr. Hugh M. Chapin
Mr. Herbert W. Eisenberg
1. Those present agreed that Mr Eisenberg would be Chairman of the
Committee. Mr Abbott had called earlier in the day with the
same suggestion, that Mr. Eisenberg be Chairman, as well as to
indicate he would be unable to attend the meeting but would be
available for any of the work on underground wiring.
2. After some discussion concerning the underground wiring problem
it was suggested that we ask Mr. Abbott and Mr. Graf to obtain
as much information as possible for presentation at the next
meeting of the Committee.
3. The rest of the meeting concerned the discussion of possible
procedures and questions connected with street reconstruction.
One question was, "Does the money for the design and engineering
of the streets come out of the funds allocated under a separate
article by the town meeting for the reconstruction of streets
or out of the regular engineering budget?".
4. A suggestive procedure for preliminary investigation might be
that first there be a notification of the street or streets
to be reconstructed similar to that which is now held At
this point the Community could make their feelings known
concerning the proposed reconstruction. Next there would be
a hearing with preliminary plans based on a definitive survey
and indicating major work to be done, at which time the
Community would have a better idea of the actual work to be
done and trees to be removed. Finally, there would be a
hearing based on final construction plans and the town meeting
would then be asked to vote reconstruction money based on
those final or possibly revised final plans. Please note this
is not the recommendation of the Committee but only a suggestion
as a basis for starting our investigation.

5. During the meeting a call was received concerning the question
of Downing Road at which there is a current problem concerning
trees to be removed due to reconstruction. Natalie Riff in
said she would attend the tree hearings on behalf of the
Committee and would report on the situation. It was agreed that
the Committee would be available to the selectmen in this
situation if so desired, but had no recommendations concerning
the current problem.
6. It was next suggested that we contact the individuals or Boards
prior to our next meeting for their reaction on street recon-
struction. Mr Chapin would contact the Appropriation Committee
and Capital Expenditures Committee; Mrs Riff in would contact
the Planning Board ; Mr. Eisenberg would talk with Mr. O'Connell
and Mr. McSweeney.
7. The next meeting was set for Monday, October 5th at 8 45 P.M.
at 55 Hancock Street.
