Present were Brown, Clarke, Conroy, Earsy, Graham, Greeley and Michelman Mr Greeley announced the following appointments by the Board of Selectmen. MEMBERSHIP Re-appointments Clarke Greeley Cole Michelman Conroy Rooney Earsy Skov Graham Wells New appointments Lois W Brown, MAPC Helena Butters, LWV H. Seymour Kassman, Route 128 Industry Judith Tatman, TMMA No names have yet been received in nomination as representatives of high school students A letter was read from Temple Scanlon stating the LHA's interest in learning LE'P1' 4R FROM of hot lunch programs for senior citizens The Secretary was directed to H.A. reply that the LCSR know of no such programs, and suggesting that inquiry be made of the National Association of Housing and Redevelopment Officials Members reported on a meeting on job opportunities at the Town Office Contract Building job, attended by Mr Bonfatti (the contractor) and Messrs Greeley, Compliance Kenney, Michelman and O'Connell Mr Bonfatti stated that he was prepared to hire and train one bricklayer at once He requested LCSR to find a suitable applicant Mr Michelman reported that he would be in touch this week with Larry Bristol of Workers Defense League in Roxbury, a reliable source of workers It was agreed that if arrangements had not been made before Mr Michelman leaves for vacation next week, he would convey a I status report to Messrs Greeley and Conroy so that they could carry on negotiations Mr Graham reported that alternative plans for Meagherville would be MEAGHERVIT,T,F available for public discussion by the end of the summer Of the 75 acres, 30 will be for the school site, an undertermined amount for conservation, additional recreation and streets, leaving probably about 25 acres total for housing development The Planning Board will provide plans which can C be subdivided into smaller portions to be developed at different times The Planning Board will simultaneously encourage two other area plans OTHER RH containing some RH housing: one on Haroian property on Concord Avenue, HOUSING with a new developer; and one on Unity Covenant land with Stoico as developer There is also the possibility of a development on Woburn Street land owned by Green and White, and Messrs Cosgrove and Tropeano have expressed some interest in some RH development on their Wood Street tract I -2- The Planning Board is meanwhile evolving a general policy on all forms of multiple housing. Harmon White has filed a subdivision plan for his Woburn Street tract and WOBURN STREET the PB must react within 60 days, unless it is withdrawn. Part of the BLOCK land must be allocated to a junior high school site, authorized by Town Meeting; opinions differ among the Board of Selectmen, the Planning Board and Mr White A joint meeting last night failed to reconcile the points of view LCSR members suggested that perhaps Messrs McSweeney and Zaleski could together devise a land use plan for consideration by the two boards 1 Consider how to bring about a commitment to public housing by the town, LCSR ACTION through Town Meeting action. 2 Consider how to meet the growing discontent of lower-income residents Who feel it is not equitable that their taxes help pay the way of out- of-town people in similar circumstances - Mrs Hagedorn has suggested the possibility of state law providing tax abatement to enable low-income people to retain their homes - There will be a referendum for constitutional change on the fall ballot, authorizing the General Court to enact legislation classifying property for differential taxation 3. Address the concept of scattered housing. The Planning Board will not be able to consider this for the 1971 Town Meeting. - DCA money is available for HA leasing programs LCSR might help devise a warrant article directing the HA to undertake such a program. - State statute authorizes the erection of two-family houses in R districts, by special permit from the Board of Appeals This is not a map change, therefore not "spot zoning" The LCSR might encourage the BA to grant such permits, and encourage the Interfaith Housing Corporation to propose them. - The MHFA might fund a network of two-family houses as a project, which LSCR could support - LCSR might encourage the LHA to undertake a Turnkey project, whereby the HA buys houses and leases them with subsidy AGREED: MR. CONROY will compose a letter from LCSR to Mr Swartz inviting the IHC to make a proposal on the feasibility of scattered sites development, to be discussed with the LCSR in late August or early September MR. MICHELMAN will compose a letter from LCSR to Mr Scanlon proposing that the LHA develop plans under state or federal leasing programs„ for discussion on September 15, 1970 NEXT MEETING• 15 September It was agreed that Mrs Budd and Mrs Hagedorn should be invited to attend
