A meeting of the Commission was held on 14 April 1970 in the
visitors Center at 8:00 P.M. Present were: Bernier Clarke,
Cole, Earsy, Graham, Greeley, Lliehelman and Riffin, Also present
were Mrs. Bonnie Jones and Mr. Robert Cass,
Members acknowledged with regret the resdgnations of MEMBERSHIP
Jean Christensen and Gerald McLeod. It was AGREED to
indruct the secretary to write to the Selectmen requesting
appointments to replace these members. It was further
AGREED to request the appointment of two high school students
before the end of the school yearn
Messrs Graham and Cole reported on a joint meeting of the INTERFAITH '
IHC and the Planning Board with Mr. Larsen of Boston HOUSING
Interfaith, Mr, Larsen congratulated Lexington on CORPORATION
passage of the RH Zone By-.Law and challenged the group
to carry forward development of subsidized housing with
traditional revolutionary fervor. The IHC is currently
considering sites and particularly Meagherville for at
least 50 units, Also underconsideration is the feasibility
of functioning as a land banks attaching land on options for
future referronce. Plans are uinder way to raise seed money
from private sources, as long-term investments. There is
some feeling that the IIIO should not commit itself to the
role of landlord for 20 years, but rather encourage coopera-
tives and conoominiumss thus giving occupants a financial
stake in the enterprise.
It was AGREED that all Commission members should speak to
members of the ILIO urging them to move ahead as rapidly as
possible. A listof members is attached.
Mr. Cass reported that there will be a hearing on a sub- IDLEWYLDE
idivion proposal before the Planning Board on 28 April,
The corporation plans to begin by building single family
dwellings on. Middle Street, Mr. Graham reported that the
Planning Board is going to undertake a town-wide survey of
sites for multiple housing and would prefer to delay con-
sideration of particular RFI proposals until after that
survey.
Reaffirming its belief that Idletryle is an appropriate site, Chapter
the Commission discussed various alternatives for developing 774
subsidized housing there: Re-submission of the RH proposal
at the fall town meeting; Submission of a Chapter 774 pro-
posal; Submission of both simultaenousl3r. There was some
opinion that the Commission should encourage a Chapter 774
effort in torn so long as the proposal meets the standards
of the RCI Zone. There was discussion of the possibilities
of court actions to bring about a test of the oonstituionality
of Chapter 774, It was observed that the Legislature depends
upon the initiative of the private developer to carry out its
will - a paradox of democracy. Members felt that the whole
subject was still not thoroughly understood by Town Meeting
members and that LCSR ought to stimulate disousssions in
small groups at the precinct level,

It was reported that the Town Office Building Committee CONTRACT
is prepared to undertake arrangements for the employ- COMPLIANCE
ment of minority group workers under the now By-Law. If
this requires Town Meeting action, it can be put before
the fall meeting,
A. request was received from the League of Women Voters
requesting action in support of H-2990, a bill pro-
viding the mechanism for envording affirmative action
under state construction projects, VOTED: That the
Commission write to Senator Donohue and Representative
Bartley urging that they work for passage of H-2990,
The next regular meeting will be held on 5 Nay 1970. ITEXT MEETING
