CONSERVATION COr'MISSION
MINUTES of the Commission meeting January 19, 1970
The meeting was called to order at 8 00 p m. by the Chairman
Mr. Brown, but adjourned temporarily to informal discussion
while Messrs Brown and Mazerall departed to appear at the
ciecreation Committee meeting about land use for horses Pre-
sent were Frick, Smith, Totman and visitor Friedman
Easements The effect upon individual owners varied Few are
in favor already One argument Mr Smith found convincing was
to point out that the easement would keep the neighbors of a
property owner from spoiling the brook; thus the particular
owner would be accepting only the same restriction as his neigh-
bor in order to preserve the neighborhood section of the waterway
In general it was decided to base easement requirements upon
those produced by the Conservation Law Foundation (these will
be available at the next meeting if not sooner in the mail) .
Public access/walkways will not be requested across the back-
yards of people ' s houses
In the Kendall Rd. area one suggested access was on the
Tropeano side of the brook from Worthen Road to Kendall Road.
Two lots now owned by Colonial Development Corp would hardly
be buildable if an easemrnt crossed then, Mr Totman pointed
out.
In areas of owner resistance eminent domain for easement only
would be requested.
In the Juniper Till area, land owned by May et al has passed
to Nr William Hamilton, who has an appointment with the Com-
mission at 8 30 n.m on January 26. Mrs Greene will send him
a letter and map.
Preste,iohn The DNR has ruled that th= land can be developed
if a list of requirements (such as clean fill) and certain sec-
tions of the State Sanitary Code are complied with. Mr. Brown
asked Mrs. Rrick to follow thro'zuh with this to see that the
orders are properly carried out (with thy' help of Mr O ' Connell)
H U D Contracts OSA 51 - Mrs. Greene will acknowledge their
letter of January 13 and request a time extension (to May 1) .
A "concurred-in price " is required before Requisition for grant
can be submitted The letter will also ask about this.
OSA 60 - A letter asking if separate parcels can qualify for
Requisition for Grant as transactions are completed, or is it
necessary to complete all parcels ( submitting complete papers
for each parcel) , since nine parcels are involved.
Mrs Greene will request a complete set of regulations for

DNR Applications 7 to 10. Mr. Brown will check on the status
of these
Mrs. Greene will request a complete set of State regulations
for both Town Counsel and our files,
Horse Situation - The Light Horse Club and the =-H Club are
looking for a place to put up a ring for horse shows and
other horsemanship activities. Mr. Brown reported that con-
servation land is not suitable for this purpose. The horse
groups are also interested in having a system of bridal paths
Insufficient time or money for consideration of this now.
The meeting adjourned at 10 16 p.m. until January 26.
