MINUTES of the Commission meeting January 12, 1970
The meeting was called to order at 8 05 p.m. , with all members
of the Commission present except for Mr. Brown, who was out
of town,and Mr. Mazerall, who appeared later after attending
a Recreation Committee meeting. Mr. Smith presided.
Wilson Option The signed copy was given to Mrs Greene to
deliver to Mr. Legro.
Request for Value of Articles has been received The Com-
mission agreed to send the Selectmen the rough figures reported
by the Planning Board (AVZ) .
Buse Property. Mrs. Buse wishes to farm rather than sell it
Since the article on this is already in, conservation easement
(which does not prevent farming) will be discussed with her.
Modoono Option. Mr. Legro has asked the Selectmen to act so
that it can be exercised. This is on their agenda.
Bills Submitted by Stuart DeBard of MACC. tfir Smith outlined
the contents of the January 1 letter to Conservation Commission
Chairmen from Mr. DeBard, updating them on state-wide affairs .
Last listed was a list of bills filed to amend the Conservation
Act. Of comment-worthy nature were the following
"(c) To make clear that selectmen approval is required
only for gifts and iron out a few other gray areas in
acquisition procedures;
(d) To require an act of the legislature to allow
alienation of conservation land;
(e) to permit conservation commissions to assume con-
trol of town forests and
(f) To restrict options to six months duration and
5% of the purchase price "
The Commission' s reaction to the last-listed was very much op-
posed. An option must run for at least a year, since it can-
not be exercised until preliminary approval is gained from the
state and federal governments (for reimbursement) . No need
for financial limitation was seen, since this would tend to
become a floor value. MOVED and PASSED to send a letter. to
Mr. DeBard to this effect.
Vine Brook Land. A copy of the Planning Board article on this
was on hand. No discussion, since no new matter is contained.
Horse Business . Mr. Brown has been invited to meet with the 4
Recreation Committee next Monday (the 19th) at 6 00 p.m. to j
discuss the desired use of conservation land for horsemanship. 3

Filing System Mrs . ,'reene ' s proposed filing system was
discussed briefly and approved with a few suggested ad-
ditions It was decided to preserve the present nomen-
clature custom - to give a piece of property a name tag
such as "Swenson rarm" and stick to it, in the files, too,
even though other Term, boards may sometimes use other
designations
Letter to iiiu ,;L about easements was not answered or acknow-
ledged becau. e it had beer dealt with by two officials in the
D'JR, each thinking the other had responded, according to Mr
Sussman The matter is under discuss on and a ruling will
soon be forthcoming, he sail.
The Town Manager Flan roes into effect on March 15, at which
time appointments to the onservation Commission will be

made by the Town Manager, with concurrence of the Selectmen
A question from visitor Mr Friedman of the CLC as to what
happened to the plan to spend $500,000 per year for land
acquisition gas quickly answered - "not politically feasible"
The meeting adjourned at 9 55 p m, until January 19
