CONSERVATION COMMISSION
MINUTES of Commission meeting August 11 , 1970,

AA The meeting was called to order by the Chairman Mr. Brown, with
Mrs. Frick and Messrs. Mazerall , Smith and Sussman present.

Also attending were Town. Manager O'Connell and. Frank Sandy,
visitor.
m, A list of names and addresses of Commission members was given
the Town Manager, as he had requested.

September Schedule. The Commission will meet on Monday , the 14th,
Tuesday, the 22nd and Monday, the 28th, it was agreed.
1 Communications. Commission members asked the Town Manager how
they could best be apprised of discussion and decisions of the
Board of Selectmen (and other Boards) pertaining to conservation.
Mr. O'Connell explained some of the complexities of Selectmen' s
1 minutes and said he was working on this communications problem.
Open Articles. Beginning with Willards Woods (purchased before

1 the formation of the Conservation Commission under a parks
statute) , the Town Manager reviewed the articles with money
remaining, some because purchases authorized have not been
completed. (See Commission Minutes of May 4 and 18 , 1970)
Included on the list are two properties taken by eminent domain
and now in litigation or open to litigation. It was recommended
that a timetable or tickler file be kept by someone to see that
the Town makes necessary preparations for these actions.
1 Article 81 , ' 66 will be completed when the developer, O'Neida
Corp. finds out how much land is not needed to complete area
requirements for the last lot of his Winchester development.
Another developer has offered the Town a small piece of land
in this area. 'Ownership of it is being checked.
Discussion with the DNR is now going on over the legal implica-
tions of a clause requirement given in their late 1969 "Addendum" .
This is delaying finalization of the Steeves and Modoono purchases.
In the Hayden Woods area, the Order of Taking was voted. for the
Area Realty Trust parcel. The Buss piece will soon be taken by
eminent domain, following resolution of differences in area
and appraisals. The other three parcels, after much discussion
of sewer easement location, are approaching purchase . The Com-
mission members present asked to participate in sewer location
decisions on conservation land, in order to minimize destruction
of nature features.
Whether to pursue any portion of Article 77 , 1969 (back of Grape-
vine Ave. lots) or turn back the money will have to be decided
by the Commission.
