HomeMy WebLinkAbout1970-11-23-CONCOM-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS CONSERVATION COMMISSION w MINUTES of Commission meeting November 23 , 1970 The meeting was called to order by the Chairman, Mr Brown, at 7 55 p m. , with Mrs Frick, Dr Kassler and Mr. Mazerall ,1 present. Mr. Brown announced that the Commission is to meet with the Board of Selectmen at 9 p m , an appointment made at the recommendation of the Town Manager, to discuss requested documents and actions mentioned in Mrs Greene' s letter to the Town Manager (for Town Counsel) Budget. Mr Brown said that request for additional funds for 1970 must be submitted to the Board of Selectmen, and he will do so later this week. Also required is the 1971 operating budget , due Nov. 2, to Mr. Perry Mr. Brown will get this approved by telephone calls to Commission members. It was recommended the Commission again request $1000 for land improvement. Whipple Hill. Mr. Brown noted that the June 1 Time of Per- formance had passed. Because of pending litigation only a partial Request for Grant had been submitted. This will be taken up with the Board of Selectmen later Open Space Index A large map showing all open areas, in- cluding farms , school sites, other Town-owned land (not conservation) and other land under consideration or al ready acquired has been prepared and is nearly finished Ingleside Pond. Mrs. Frick has spoken with Mr Spagnuolo' s wife and gave a full message Hopefully he will call back. Juniper Basin, now largely under water, will be walked this Saturday by Dr. Kassler and Mr Brown. Steeves. Few reactions have been heard on the Minute Man story. No Town Board or official was free of implied criti- cism . Mrs Frick reported that Mr Olson of Sasaki firm will look over the land and make further recommendations through the Design Advisory Board, which works under the Planning Board. . .According to Mr O'Connell' s letter in answer to the Commission' s letter to him of 11/18, requesting tree-planting, the Commission is responsible for determining what additional work should be done. Mr. Brown will call Mr McSweeney, with whom the Commission will work, and alert him that the Commission is awaiting recommendations of the Design Advisory Board and the Mass State Soil Conservation Service and that a meeting will be arranged after this information is received. Great Meadow Study Mrs Frick reported a meeting with Dr Meyer and Mr O' Connell , in which Dr Meyer pointed out that three acts in the General Laws prohibit polluting or other- wise interfering with streams flowing into the Arlington Great Meadow and Reservoir Past month bill of $673 50 from Conservation Commission 11/23/70 Page 2 Camp, Dresser and McKee APPROVED for payment, making a total of approximately $2 ,000 the Town owes them, counting the temporarily withheld bills, which will now be put through for payment . Dr. Kassler asked how much money left in the article $7 ,849 74 He expressed hope that there would yet be money owed when the preliminary report is delivered, in case it is necessary to withhold funds again Payment should be made only when a satisfactory report has been delivered, he said. Town Report editor has requested that the Commission report be as brief as possible The Commission adjourned to executive session with the Board of Selectmen at 9 p m.
