HomeMy WebLinkAbout1970-11-02-CONCOM-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS CONSERVATION COMMISSION MINUTES of Commission meeting November 2 , 1970 The meeting was called to order by the Vice-Chairman Mr Smith at 8 10 p m , with Mrs Frick, Mr Mazerall and Dr Kassler present Visitors were Mrs Josette Carter of the League of Women Voters and Manfred Friedman of the Citizens for Lexington Conservation Town Report Glossary Agreed the next to last sentence of the Conservation Commission paragraph in the glossary should be revised to read "appointed by the Town Manager,1A1tua uc J aormco. (Y(j ms2.144 ww,ttp Inquiry on Cluster Zoning from the Conservation Commission of the Town of Georgetown, Mass. will be answered by sending them a copy of the zoning by-law on this, plus comment that the ideal would be to have land deeded to the Town under the jurisdiction of the Conservation Commission. Hatch Act The Board of Selectmen have written the DNR request- ing cease and desist orders for filling at three locations (1) Pond at Ingleside-Carnegie (2) Sellar' s Dairy (3) Woburn Street , across from Marshall Road These were discussed at the Oct 13 Commission meeting and the Selectmen then notified. January Special Town Meeting. Although it was thought that the Commission would have no articles , Mr Smith and other Com- mission members thought this might be a good time to bring up enlarging the Commission to seven members The Town Manager will be invited to the next Tuesday meeting of the Commission to discuss this, as well as other problems Mass Association of Conservation Districts Annual meeting will be held on November 17 at Sturbridge Mr Smith has attended these meetings in the past but will be unable to do so this year He recommended another Commission member should go, since the meeting is very informative Inquiry from DNR on amounts of checks and for what on applica- tions 8 and 10 will be straightened out by Mr. Brown and Mrs Greene this week Brook Cleanup A Success The DPW was commended for its cheerful cooperation. Educational Activities Mr Brown will speak to the Cub Scouts Pack 145 this Friday He also asked for suggestions for a con- servation speaker for November 13 Great Meadow. A joint meeting with the Arlington Committee will be set up 8 30 to 9 30 next Tuesday during the Commission meeting. The strict time schedule will have to be observed The Arlington Committee is not happy about Lexington' s not paying bills How- ever, the Lexington Board of Selectmen Chairman is in favor of Conservation Commission Minutes 11/2/70 Page 2 withholding funds, in the best interest of the Town subject to funds available Secretary' s Pay VOTED approval/of the Secretary' s bill for ;97. 97 for secretarial services and telephone calls It was recommended the bill not be put through until funds to pay it are found Swenson Farm The Commission commended the Superintendent of Parks for his fine mowing job. The Swenson Farm is now available for hiking It was recommended that the Commission publicize the fine fall walk available there After a brief executive session, the Commission joined the Planning Board at 9 05 Carnecie Pond. According to the Planning Board the subdivi- sion plan filed in 1961 , requiring filling of the pond, still holds. Mr. Spagnolo has never filed a revised subdivision plan with them or submitted a plan for the pond to the Planning Board. Although the Hatch Act Hearing was held subsequently, and Mr Spagnolo' s plan for the pond was approved by the DNR, the Planning Board did not participate or check on the plan. Among the Planning Board' s concerns is that unfiltered street drainage would flow directly into the pond Agreed that the Planning Board should set up engineering requirements to be sent to the Commission, Mr. Spagnolo and Mr McSweeney. The Commission should contact Mr. Spagnolo and ask him to a joint meeting of the Commission and Planning Board (with his engineering plan, to be approved by the Town Engineer) Thus differences of opinion could be resolved and information gaps filled The meeting was adjourned when the Commission left the Planning Board meeting at 10 10 p m The next meeting of the Commission will take place at 7 4510.m Tuesday, November 10 Respectfully submitted, eke-ek.
