CONSERVATION COMMISSION
MINUTES of Commission meeting December 21, 1970
The meeting was called to order by the Chairman, Mr. Brown, at 7: 55p.
with Mrs. Frick, Dr. Kassler and Mr. Mazerall present.
The meeting was interrupted from 8:10 to 8 45 while the Commission
attended a Hatch act hearing held by the Board of Selectmen. The
Commission also met with the Planning Board from 9 35 to 11.
Great Meadow. Mrs. Frick has talked with Mr. Heustis, Town Health
Officer, about looking into the dump alongside the Sickle Brook
on Wilson Farm (an action recommended in the Great Meadow Report)
Mr. Brown will reinforce this request in writing.
The Lexington and Arlington Committees will meet next week. It
was noted that the report advocated little or no building in the
Great Meadow due to well-documented flood danger in Arlington.
Trinity Covenant (Clematis Brook) and Meaaherville. Mrs. Frick
attended last Thursday' s hearing on the proposed Clematis Brook
Village development. Dr. Kassler said he would like to walk both
areas in the near future.
Open Space Land Acquisitions cHUD) Mr. Brown spoke with a Mr.
Barry of the new HUD Boston office whcn he hand-delivered the
Requisition for Grant for OSA-60. Here are some of the answers
to questions asked by the Commission.
1. Expenses for appraisals before notification of project
approval are eligible for reimbursement.
2. Deed restriction recordation is not required for the
10 OSA-60 parcels, since the contract governs. The Commission
decided to request Town Counsel be instructed to prepare
a suitable document to this effect.
3. Revision of Grant Request for OSA- 51 (Whipple Hill ) cannot
be requested until all the court formai, ties are complete.
DNA' s John Fiske was pleasantly sure ised to see Final Applications
9,11-16 and additioncdinformation on and 10 delivered today.
Drummer Boy Land Plan as supplied by Planning Board VOTED APPROVED,
subject to check by Mr. Smith.
Hatch Act Hearing on Parker Land (Woburn Street) At the hearing
Mr. Parker had stated that he had put up a "Hard Fill Wanted" sign
with permission of "someone in the Town Eng neer' s Office" . He
had received fill from the widening of Woburn Street during the
past year. His filling pro ect is now amniete , he said. Dr.
Kassler and Mrs. Frick had walked the land and later told the
Commission that it was quite possible that a spring was tapped
in nearby development, causing a considerable amount oC water to
flow into Mr. Parker' s land. His unf_ 11.Fd backland on the far
side of the stream is quite attractive , they stated. The abbutters,

Jack Mitchell and others, all have a piece of the remaining wet»
land in their narrow backyards. In his statement on behalf of
the Commission, Mr. Brown will ask how requests or inquiries on
filling are handled (in writing?) .
The Board of Selectmen has asked the Commission to meet with them
next week about the 1971 articles for Town Meeting.
After meeting with the Planning Board, the meeting adjourned at
11 p.m.
