HomeMy WebLinkAbout1970-11-30-CONCOM-min.pdf TOWN OF LEXINGTON , MASSACHUSETTS CONSERVATION COMMISSION MINUTES of Commission meeting November 30 , 1970 The meeting was called to order by the Chairman, Mr Brown, at 7 55 p m , with Mrs Frick, Dr Kassler, Mr Smith and Mr Mazerall present. Visitors were Manfred Friedman and Mrs Josette Carter Meagherville Mr Friedman reported that he had attended last Tuesday ' s meeting on Meagherville No mention was made of conservation Agreed to ask Planning Board about this. Topics for discussion with Planning Board. Most important is Drummer Boy - location of Hadley Road and walking easement , sewer easement and relationship to Edison Easement DNR Applications 8 & 10 Since differences in $ amounts are slight , Mr Brown asked Mr Fisk of DNR if they could be over- looked DNR 9 Qc 11-16. A three-week extension has been granted to complete these. HUD - OSA-60 Mr Brown will call HUD tomorrow about an ex- tension. Oil Pollution of Vine Brook An odorous oil sl_ck has been observed near Mr. Brown' s home Mr Brown tried to trace it and thinks it comes from the area between Kendall Road and Marrett Road He called Mr Heustis , the Health officer, who will inspect. Other pollution of Vine Brook. Mr Heustis reported that the Jefferson Union Co. wrote that they had corrected the seepage situation at their plant Mr Heustis said he will inspect when he has time. (The Commission left at 8 09 p.m to meet with the Planning Board in executive session They returned to their regular meeting at 9 00 p m. The Commission had to wait for 20 minutes while the Planning Board completed an open discussion on a pre- liminary housing development proposal on part of Halth Cataldo' s Bow Street property Mrs. Frick was present and answered ques- tions on relationship to the Great Meadow Study - Sickle-Mill a'ook involved - and the Hatch Act-agricultural exemption ) Hamilton Easement. Mr Brown said he hoped to be able to reach Mr. Hamilton when he returns to Town later this week, so that a Saturday walk of his Concord Ave. property canbe arranged Town Due a Week from Friday December 11 Mrs Frick urged all copy to arrive at the next Commission meeting She will edit it. Space limit is two pages , same as last year Re- commended not to mention article numbers , which are meaning- 0e less to the ordinary citizen. Mr Smith will write on the philosophy and Mrs. Frick on the Great Meadow Agreed statistical and financial details should be in Part II Conservation Commission Minutes 11/30/70 Page 2 Citizens for Lexington Conservation Recommended that the Commission should meet with members of the CLC Board, since they are also involved in planning for conservation 8 30 Steeves Mr Olson of the Design Advisory Committee walked the land with a Mr Alden. They were surprised to see it cleaned up, Mrs Frick said They recommended seeding, in consultation with someone who does plantings around highways They also thought the lake should be enlarged, as it is quite strange-looking now Also they recommended moving the ex- posed concrete wings away from some struggling trees and then covering the concrete The land designers saidtopsoil is quite expensive and therefore it would probably be necessary to work with existing soil One Commission member commented that there had not been any topsoil on the land before Great Meadow Study A preliminary copy has been sent to the Arlington Committee (who, as a cooperative gesture sent our Committee , a copy of their most recent letter recommending payment of a bill from Camp, Dresser & McKee) No copy of the report has reached Lexington, possibly because bills have not yet been paid CD&McK Application for Federal Grant for 1970 Articles The Planning Board has spotted an error in the letter from the MAPC giving approval to our proposed Federal application Mr Brown will call Mr Zaleski about this The Commission letter had men- tioned Open Space Land Program, not B 0 H Mr Smith wondered if it would be wise to apply for State DNR 50 ., reimbursement and no Federal at all , since the Federal aoplication is time- consuming Another Commission member suggested asking Jules Sussman to assess the Federal funding situation from his Washington vantage point This will be discussed more at next week' s meeting After a brief executive session, the meeting adjourned at 10 30 p m The next commission meeting will be Monday December 2 Respectfully submitted , /�� j �� Mrs Erna S.
