HomeMy WebLinkAbout1964-09-22-LCC-min.pdf TOWN OF LEXINGTON CONSERVATION COMMISSION Minutes of the Regular Meeting Held Tuesday, Sept. 22 : Mr. Sussman called the meeting to order at 8 :30 p.m. All members were present except Mr. Mazerall and Mr. Ripley. OLD BUSINESS Mr. Sussman reported that Mr. & Mrs. Harrison have signed the Town' s Option to Purchase. NEW BUSINESS The LOC met with the Board of Assessors at 9 :15 p.m. Mr. Sussman explained the meaning of a conservation easement, and the Commissioners answered several questions from members of the Board. Mr. Sussman then explained the Commission' s point of view: that there are farmlands and other private open spaces in Lexing- ton which the Conservation Commission and others would like to remain open land. People rendering easements to the Town would hope for tax abatements, since such easements expressly forbid building on the land. This restriction is said to reduce the sale value of the land. Mr. Rush, Chairman of the Board of Assessors, said that their office has to assess on a fair cash value, but restrictions on land do affect the value . Each piece of land would have to be assesTEd separately; no general decision could be made. Mr. McCurdy felt that an easement would be a reason to give an abate- ment. The other members concurred. The Commission and the Board agreed jointly upon further action to be taken. The LCC adjourned at 10 p.m. The next meeting will be Thursday, Oct. A, in the Town Accountant ' s Office. Neva M.
