Dear Mr Cole
After some delay, the Commu .ity Council is in being I trust
you share my view that our initial meeting on 3 October was a
good beginning. I have attempted to reflect the essence of our
discussion concerning the charter in a revised draft which, as
we agreed, I am now circulating for your comments.
As you recall, it was agreed that we should have a Liaison
Committee comprising one military member and one civilian
member from each town to be appointed by the Board of Select-
men for their respective town.
I would appreciate your advising me of your appointee for the
Liaison Committee together with any comments you may have
concerning the revised charter

PROPOSED CHARTER OF THE HANSCOM FIELD-COMMUNITY COUNCIL
SECTION I. ESTABLISHMENT
This Charter establishes the Hanscom Field-Community Council.
SECTION II. PURPOSE
1 To identify the common interests of both the civilian and military
communities and exchange information of mutual interest
2 To establish and develop a harmonious relationship through joint
participation in common activities which support those projects and
efforts that will prove mutually beneficial.
3 To encourage full use of base and community talents and facilities
4 To obtain active community support for Air Force interests and
objectives
5 To recognize potential problem areas which might adversely
affect the relationship between the two communities and formulate remedial
action
6 To guide and assist the Commander and the Board of Selectmen
in carrying out the .r community relationship interests and responsibilities
7 To prcvide continuity m the community relations program,
SECTION III, ORGANIZATION
1. Membership in the Council will consist of not more than five (5)
members from each of the communities of Bedford, Concord, Lexington
and Lincoln, and five (5) military members plus a military Secretariat.

The civilian membership will be appointed by the Board of Selectmen of
each town. The military membership will be appointed by the Commander,
Electronic Systems Division.
The total membership shall sit as a Joint Council Meetings of the
Joint Council shall be held twice yearly in April and October Additional
meetings of the Joint Council may be called at any time It is provided
that meetings between the members of an individual town and the military
members may be called when discussions arise which are applicable only
to a single community This provision will apply at both the Joint Council
and Liaison Committee level.
2 The Council shall have a Chairman and Secretariat. The
privilege of presiding a-t meetings will be alternated between military and
civilian members
3 The Council shall establish a Joint Liaison Committee This
Committee will consist of one (1) military member, and one (1) civilian
member from each Community represented in the Joint Council. The
civilian members on this Committee to be appointed by the Board of
Selectmen of each town, The function of this Committee shall be to
review areas for Joint Council investigation and to catalyze Joint Council
actions in these areas It shall be understood that special committees may
be established, Membership of such committees to be by appointment of
the Joint Liaison Committee
