A meeting of the Additional Town Office Building
Committee. was held in the Selectments Room Town Office
Building, on Thursday, January 26$ 1956 at'8:00 0, 14,0
Chairman Brooks* Veasrs, Reed and Maloney were present.
The Secretary was also present,
The Capital Expenditurea Committee and the Appro.
priation Committee were also present,
The Chairman explained that Mr, Greeley, the archi.
toot, was unable to attend the meeting this evening but
had assured him that he would send a repreaentative, He
preaented plans for the group to view,

The discussion held was more orless as follows:
Chairman: I suppose you are meetly interested in what
this is going to cost. It is not final* but
looks like 028500000
Clarke* What wore yen carrying last year?
R:,43:ts 11,75,000. Thie includes furniture, but we did
not carry it for that amount, We were talking
about the building itself, but even s6 it is
higher, The men in the building game aren't
surprised by a dhange in figures within a year.
Chairman; That figure was a. guess, This figure Is arrived.
at by a very detailed estimate.
Madden:
o you have a breakdown or the cost per equare
foot?
Chairman: It is a little over c' 2001 That is without the
furniture. One of the large items is such
things as polio cells, , That item alone, which
would not compare with the ordinary building*

cells over to the new building, but we found
out that in the end it would be just as costly
and furthermore there are not enoudh.

Reed: Olve one to the Appropriation COmmittee and one
to the Capital 14Xpenditures Committee,
Clarke: Rae the need for the building been eatablishedT
Remit I think it has otherwise the vote would not have
passed at the Town Meeting. I think the need was
established when the oomznittee was appointed and
authorized to bring In plans and specifications
for the building now.

Browns Does the building have garage space?
Roods We have only ono because they do not need them,
Brown; What about the ambalance?
Reeds We do not intend to bring the ambulance down hero,
Chairman: The Chief, in talking to hi.44 felt that the cars
were out so much he did not need space for them,
Does this building have an electric aaxiliary power?
Chairman: Yea, we are planning on that.
That is inoluded in the figure?
Chairman* I believe it is.
Reed: Mr. Greeley could not be hero tonight and there was
eupposed to be a represent4ive present from his
office,
BrownDoes the bui34ing have plans for putting radio
station, etc,'
Chxirmans For the pollee, you,
Browns Independent of the fire station? We have estimates
in 1960 of the Fire Commie/a:toners requesting separate
tranamitter taoilities for the Fire 7)15artmont, The
question was whether this building was planned so this
could be don.,„

Reads We did not give it any consideration at all. Wouldn't
they have to have their own transmitter at the fire
station?

Clarke: What is the coat of rehabilitating the arca over hero?
Chairman: We gave that some thought, but under the article we
are not empowered to do that, I do think we should
have the information ready which we ,can have because
I think it should be asLed for in the same appro.,
priation because some departm-nte will move out of
here; for instance, police, baildim and health,
Bead: That appropriation could come the following year.
It will take a year to construct this building if it
is constructed, At present we only intend to bring
the Welfare, Planning Board man, Veterans' Agent and
Cemetery Department over here. We will probably put
the welfare whore the Police Department is now as
people are some times embarrassed going to the Welfare
Department, The only other change we had in mind was
to put folding doors hero and open this room up for

Browns Have you any estimate of that coat?
Rweds No, but I think Mr. Greeley felt it would be smalls
Chairman: In the plan it 1440 minor changes.

police (tolls could be used for storage apace rather
than take them out, We felt the coot to take them out
would be too high.

Chairman: Exact duplication.
Madden: It will be larger than now needed?
Reed: There is ampls opts's for years to come*
Chaiu With the spaCe you have her - and certain roams zoned
as conference rooms, there is room for expansion.
Reed: The Police Department is plentylargo for expansion*
Clarke: Police, building, health' 4nything else going in there?
Reed: We s,ut that up. We felt only certain department could.

Chairman: On the second floor there will be health, building
inapectors„ assessor and two conference rooms w3lish
could be used for added spa*e if needed. We do have
some plans which show the proposed area of this build.-

Clarke: Will you leave a copy of the breakdown with the Committee?
Reed: We have only four and, will give one to yon, and one to
the Capital Expenditures Committee.
Clarke: What is the construction cost alone?
Chairman; You mean omitting police cala. furniture and that sort
thine ,
Clarke: Yes.
Chairman: I have not broken it down that way but it is all here*

take it out, of the estimate*

Clarke: Did the estimate or t285000 oome from Greoley's office,' .
Reed: The figure of 275..000 came from his office and than 'we
added the architect's foes* furnitur and sprinklero. ,
We have a tiolve of $285000 to cover those. Of the
0,0.000 appropriated, 0,000 is for architect's fees.
Brown: Hew much pareking apses will be lft?
Maloney; It will not disturb it at all*
Clarke: I would like to go back to the questioned touched on
earlie .It will cause your committee a great deal of
embarrassment, In our report last March Meeting we
talked about capital expenditures and bonding. The .
problem was complicated in reaching some decision,
The problem was further complicated by the underw
standing that at a apecial Town Mectinei later in
the Pall the Selectmen nay request 0165,000 for a
new Town Office Building, ow do you relate 0165,000
to 0285,000 and what will your story be
Chairman: I can't answer or give you any information on the
0165ow boeause I don't know how it was arrived at.
Reed: We asked Whitman & Howard to give us a rough estimate
to duplicate this building 4nd did not iriolud the
pollee station.
Clarke: How much of the $285,000 is for equipment and how
much for other things?
Rood: We received this information the other da and
were ased to get 1.t as soon as possibI by the
C,pital Expenditures Committee* We felt the
sooner we havo the figure for the Capital Bx.
