ADDITIONAL TOWN OFFICE BUILDING COMMITTEE February 19, 1957 A meeting of the Additional Town Office Building Committee was held in the Engine,re Room, Town Office ui Blding, on Tuesday, February 19, 1957 at 8:00 P.M. Chairman Brooks, Mesers. Hunter, Johnson, Maloney and Reed were present. Mr. Russell Oakman and Mr. Englehart, representing the architect, and the Secretary were also present. The Chairman said that he thought it would be well to deal with the two men from the architect's office first. r. Erglehart presented the Chairman with a copy of a letter from L. C. Blake Construction Co. regarding the change in the electrical fixtures for which there is no change in price. The second item in the letter referred to the hot water heater. The charge for connecting the new gaS hot water heater will be 071.00. The Chairman said he assumed there would be no difference in the price for the change over. Mr. Englehart explained that this is a substitution for the one called for. Kr. Hunter asked if it was a net price rnd Mr. Englehart replied in the affirmative. The Chairman said that, in other words, the cost of the gap hot water heater plus the cost of the vent off sets the cost of the oil burner and the Town is being charged $71000 for the connection. Mr. Englehart said that there may be some extra cost for the heater. He said he' could ask the contractor to itemize but he would arrive at the same figure. Mr. Maloney said that the architect did not know that Petro has not manufactured the heater called for in the specifications and has not sold one for twenty years. Mr. Englehart said that Mr. Kimball is up to date on most things and he would like to talk to the Petro people because he uses a number of their burners. The Chairman asked it they quoted on some model and Mr. Malon=y replied that they could not even tell him the price. They quoted 0400 Not for the tank without the burner and that is what they had in case the tank went out of order. The Chairman asked how the heating contractor arrived at something to carry for an item that is not made. o , Mr. Englehart said that he woald be glad to sO into the subject farther* Mr. Maloney said that the committee questioned him repeatedly on thia and called him on the telephone at one Ofthe meetingsand asid where. he saw ono of these unite, 1i answer was that he saw ane in a house down at Po'rerly FarMs. Mr. Englehart said that Mr. Kimball has done souls good jobs for him. This is a doteetic heater and maybe a little out of his line, but does not relieve him of hie obligation. Mr, Maloney said the committee discussed it and everyene was satisfied, then he carne back With this unit after having agreed* while sitting with the. committee, that a copper tankless heater would do a good job. him Mr. Englehart asked what the committee wanted/to do. Mr. Malone ,, said that the price is out of order. Re asked why Mr. Kimball mentioned a thirty.gallon heater and then said eighty gallons. Net credit Mr. Englehart said they were putting in three electrical units; one in the basement which they did net have, The Chairman asked if he felt the letter should mention three instead of two. , Mr, Englehart said they are planning on doing the other one. On thp original plan they actually called for a drinking feuntain inatead of a water. cooler. Ne said he thought there was a mistake in the rawings and shoupi have said water caeler but it said drinktng fountains, 40 said he thought the three should be connected up. The Chairman asked it the committee would be getting three electricalunits instead of two and Mr. Ehglehart. said he would clarify that, The Chairman said he would have to furnish the trap for the other one and Mr. Englehart said that was correct* He said he would let the Chairman know if this price tO correct for three. The Chairman read a quotation of 0473 for installing a complete -manhole. Mr. Englehart explained that the $750 pries was for moving the existing .tps trap further away from the buildingAand putting In only ono manhole. Mr. Johnson asked if the gas trap was always on, the outside and Mr. Reed replied in the affirmative. Mr. Johnson said that the $750 was down to 0473 now and the Chairman said for one mAnholo. Mr. Reed aid that the committee did not like two manholes at $750 and now it is one at 04734 Mr. Englehart said that more than half of the $750 was for *wing the as trap farther away from the buildings Tho Chairman said that the $750 was not for two man* holes but for moving the gas trap and Ono manhole. Mr. Englehart agreed. He said if someone could talk Mr. Gayer out of the connection he would be happy. Mr. Maloney said there was no necessity for the connection and nothing would be running out but clear water. Th Chairman said. he could not see how they would be getting anything but drips. Mt. Englobart said. If the oornrnitt would go to the catehbasins in back it could be done .for nothing and Mr. Oayer has no objection. Mr. SUnter said he could not see any necessity for the manhole. The Chairman said it seemed a shame to spend the money and someone should speak to Mr. Gayer. Mr, Reed said this was a function of the Plumbing Inspectors Mr. Johnsonis4d the committee deolded it wanted a gas trap and Mr. Maloney said there was always danger, Mr. Reed asked why anyone consulted Mrs Gayer on this in the first plaeo and Mr. Englehart said. it came up. during the bidding period. Ho said he did not knew it was brought to his attention. The- Chairman said he could seePlumbing Inspector coming into it but his authority only goee five feet beyond the building, after that it is public works. Mr. Reed said they he would discuss the subject at the next meeting or the Board of Selectmen. Mrs Englehart said that it is possible to ind up with no 1 0 6 coat there. Mr. Reed referred to the cells that had been removed from the preSont Police Station and sad, that he thought the sleeves ahead be capped. Mr. Englehart Said he would take a look at it. He explained it is the general comtractorfs responsibility to come back and fix. that up. Mr. Maloney surd that before anything.. of a finished nature is done* Mr. Englehart should discasa it with the Committee. Mr. Englehart said it is mentioned in the speoifica., tions and it is assumed that it will be loft in a decent condition. Mr. Oakman said he thought it was covered in the adendi4 Mr. Rpglehart said it should be taken care of and he thought be would be able to get a suitable solution. Mr. Englehart said that at some time later on the oommittee might want to revise the area where the radio tower is lo ted and said some thought might be given to it. He said it ooUld be held over until they are ready to do the outside work. The Chairman said he did have a note. on this to die. cuss- how, when and where the present tower in to be moved, Mr. Reed said, that there was a bid on that. The Chairman said someone to advise the committee an to the exact *pet where it is going. Mr. Rnglehart said that there is a Sleeve through the wall, now and someone must have told them they wanted it. Mr. Englehart said one other item was the loam. The contractor feels he has hauled some loam. further than required but never submitted a bill for it. The Chairman said he is now carrying it one quarter of a mile further then he figured and. wants to be paid for the additional mileage. Mr. Englehart said they had asked the Contractor for more information and he will try to obtain an estimate. Re said the contraotor will accept anything and if the committee does not want to pay him he will be resigned to take nothing. Mr. Englehart said he thought he was entitled to something. Mr. Oakman said, that there were some decisions to be made before formal proposals can be written. Mr. Englehart reported that Mr.„ Stevens advised him i that it is not necessary to use any particular form, He said they usually figure a couple of weeks bidding time and the committee can tell where the bid* •r.e to .be opened. Mr, Oakman asked if the committee wanted to bid on a lump sum basis or itemized. The Chairman asked tb what he was roferringand he said to the it,ane in the specifications. He presented a copy to the Chairman. Mr, Hunter said he thought they should be itemized. He said he thought three bide should be obtained on the vault, doors as it would run over , $1,000. He explained that there is nothing in the liet that could not be obtained by one company with the exception of that one item® There are several companies that would supply all of the items, Re explained that it could be set up so the committee could withd*aw some of the items if it developed that they were too high.. The Chairman asked if he suggested unit prices and a total lump sum. hid, Mr. Q aRman said that was correct If the committee takes a lump sum with the possibility of -omitting any one, the bidders are pretty careful. Mr. Oakman showed cuts of proposed tarniture and Mr. Reed inquired about benches and stools. Mr. Oa1n said if a bench wore attached to the floor he thought It would be an obstruction, zr. There was no changein the Building Department' Shelves for the vault in the Aeseesors Department are to be determined later'. Mr, Reed left the .teeting at 1100 P.M. Mr, Englehart asked how they were now set on the equipMent. Mre Hunter said he thought the lump sum with. the items broken daten as euggeeted by Mre Oakman was good and the Chairman leereed, It was decided to have the bids opened at the Town Office The meeting adjourned at 11:10 P.M.
