HomeMy WebLinkAbout1958-01-08-ATOBC-min if ATTITIONAL TOWN OFFICE BUILDINO COMMITTEE January 8, 1958 A meeting of the Additional Town Office Building Committee was held in the Selectmen's Room, Town Office Building, on Wednesday evening, January 8, 1958 at 8:00 P.M. Chairman Brook , Mera. Hunter, Johnson, Maloney and Reed were present. Chief Rycroft and the Secretary were also present. The Chairman referred to the heating and said he understood there was no autosptie control down stairs. The Chief said they were getting all together too much heat and one of ?owera' men came out. he said there wasn't too much heat downstairs, Powers' man went out with a thermostat outside and left it for about three-quarters of n hour. He then set it hack to a point on the boiler, it ran along for two or three weeks and worked much bettor but they were not gettiqg enough heat upstairs. Tho highest it reached was 72v. Powers ' man c“se back out again and changed the setting of the clock downstairs. Re said they had to run it from seven to seven and d4eided it they started it at six they might get the heat up, but it didn't work. A man from Powers came out during the holidays, went downstairs and turned it up and changed the reading. The Chairman asked if he was still referring to the outside and Chief Rycroft replied in the affirma- tive, The Chief said downstairs he found six or eight radiators shut off and windows open.. There were also five radiators shut off upstairs. When he asked the reason, he was told that it was too hot. The Chairman said that the circulatrruns con- tinually and there is no way of cutting it down. The Chief said that he has had trouble in the shooting range, The blower was going 011 the time and the exhaust in the janitor's room would never come on, They tried to regulate that and could not get it, When Powers' was putting it in the man on the job ran a direct line from the storage room to the pump in the janitor's closet because he complained then that the system, according to specifications, would ,not operate correctly. Re came in, Monday on order from his boss and Kimball and disconnected the line up to the fan. Now when the fan is put on to start the blower, it automatically starts the blower. F 2. The Chief said there has been a question about louvree in the doors where the chairs are stored. They claim they are not to epecifications. He said he understood Mr. Greeley said they were to be put in. The contractor says they are not in the speeifications. The aystem will not function the way it is. The Chairman said he spoke tp Mr. Greeley about the lnuvres and he Wali going to cheek and report back. How- ever, he has not heard. from hist. The Chier said the plates on the doors, of which there are five, looked as if they were rusting off. He told Andy tbout them one day and he said they were not rusting but that there was something on them, He called Reliable and a man came out and said he could not tell what was wrong, but admitted they were not right. He sent out four new ones and explained that they are not to be polished but merely wiped off. Mr. Reed reported that only one desk out of eight has been delivered. He explained that he has talked stveral times to both Mr. Greeley and Mr. Oakman. They in turn talked to Business Equipment and to date are still getting promises. Mr. Oakman talked to Mr. Levin and was told that the rectory in 3ot*th Carolina promised to ship them January 13th. Mr, Reed said he did not like it and it was holding up the departments and also Open House. Mr. ()Oman has lined. up with the. Peabody Company who has desks which can be delivered Monday morning. In the mean time Mr. Reed talked to Mr. Stevens about breaking the contract with Business Equipment. Mr. Stevens called Levin and told him the Committee was in a very embarrassing position, as the departments do, not have desks and the Open House is being delayed. Mr. Levin agreed, if the Committee desired, to withdraw his contract. The docks from. Peabody are larger than these being supplied by Levin at 0106. These desks cost 0160 but Peabody will sell them for $140. He Said it 10 a question of whether the Committee wants desks next Monday or gamble and wait. Be explained that Mr. Stevens would have Levin sign. a release before going aheadif the Committee so decides. The Chairman said_ that the money involved IS $231 . 1'444 Matson asked about the one desk delivered and the Chief said it looks like a good. desk. He said that several months. ago the, Committee wan lead. to believe the longest d. it would have to wait was forty-rive days. Mr. Reed. said. that Levin would release the Committee from, the contract if it so desires. Mr. Johnson asked if Peabody bid. on the original and the Chairman replied in the negative. Mr. Johnson asked how much it was holding up and Mr. Reed replied that the Chi.f needs three of the desks end the Inspectors have nomostairs. f �. 3. The Chairman asked if there were any other items and Mr, Reed replied that them is replacement of a damaged metal cabinet. Mr, Hunter asked if the other biddere would have any comeback if the Committee now purchased the desks from Peabody. The Chairman explained that the owner has the right to reject. Ho said the Committee took prices and did not take bide as such. Mr, Maloney said he did not think the Committee would become involved over this particular purchase. He saidit is something the Committee is waiting for and anxious to have. Mr, Johnson asked it anyone else would sell desks for less. Mr. Reed saidhe did not know and he did, not know if Mr. Oakman had canvassed Any other companies. [r. Johnson asked it Mr. Ot kman made any roao - mendation. Mr. Reed paid he told him he had too much trouble with Levin and has no confidence ih him. Levin told him the f e otory called and promised to ship the desks the week of January 13th. Mr. Maloney said he did not believe material is that short. Mr. Heed said he would like to have a door closer installed on the door going upstairs. The Chairman presented a financial statement which he discussed, and said it appears as though the Cont• mittse has 'l,000 extra which was for the removal of paint. He aeked if the ` 1,000 item for the antenna needed to be kept separate and the Chief replied in the negative. The Chairman said when be included this 01,000 item there WAS a possibility that the Committee might have to contribute to the new arrangement. The Chief said he understogd the money will come from Civil Defense eunde and he has not been i:ntormed. that the Committee was to contribute anything, Mr. Maloney said the Committee should check and make sure. The Chief said that the Civil Defense budget has over $5,000 end this will cost about $3,000. The Town will pay 01500 and the Federal Government will pay $1500, in round figures. He aid he never had any idea that the Committee wan going to contribute 01,000 because it was a Civil Defense item suggested by him and taken up by Mr. ?urinton as a Civil. Defense measure. The Chairman asked, in view of having the money, what the Committee want d to do about desks. Mr. Maloney suggested that the Committee order them, getting a release from Levin first. 4. Mr. Reed explained that Mr. Stevens is waiting for a call tomorrow. The Chairman said he was in favor of ordering them. Mr. Johnson asked If Mr. Oreoley should check with any other Boston firm. Mr. Reed said he would check to find out. Mr. Johnson explained that some other firm racy quote a lower price than Peabody and deliver them just ac soon. He said probably Mr. Oreeleyts office should check one or two other places. Mr. Reed raid he would have Mr, Oakman do that. He said when Mr. tevena obtains a signed release from Levin he will then check with Mr. Oakman to find out whether or not he has contacted any firm other than Peabody. The Chairman said Mr. need wee so authorized and the Committee agreed. The Chief said he thought the contractor or the architect should paint the two vaults where something has happened. The Chairman asked what Andy thought about it and the Chief replied that they have agreed the ,bleeding has stopped but no one seems to know the cause. Mr.. I3alek said he never saw anything like it in all his experience, The Chairman asked if it was aroun4 both vault doors and the Chief replied it is around both vaults, not the doors and he thought someone should paint them. Mr. Reed asked if the Committee felt that shelves should be pub in the vault. He explained that Mr. Irwin would install the shelves himself. Jr . Maloney recommended that the shelves be included and the Committee agreed. The Chairman asked if Mr. Irwin would take care of buying the material and have the bill sent to the Come mittee. Mr. Reed replied in the affirmative. The Chairman said that the Board of Assessors ‘,/ nt more trays, involving an expenditure, of $105,50. Mr. Reed said he had explained to them that it all depended on what the balance in the account was. Mr. Maloney recommended that the trays be purchased. mr. Johnson said the Committee has furnished other equipment and this may save red tape later on. The Chairman seggested that Mr. Reed mention these to Mr. Oakman when he is talking to him. Mr. Maloney asked if Mr. Oreeley would make a charge and the Chairman replied in the negative explaining that the Committee has his total fee. 41140 The Chairman reported that he, had a letter from Greeley, together with a letter from Blake relative to the removal of loam. .Mr, Maloney said that this subject was discussed with Gayer who 1-14,8 been all over it with the con- tractor, He said if it were not loam it would have been fill and. there is no reason why the Committee should pay. Mr. Reed said Blake was to see Mr. Gayer and never did until a week ago. The Committee agreed that thisitem is something between Blake and. Mr. Gayer on which the Committee should not take any action. Mr. Johnson asked about the water rawcett in the garage and recalled that the Committee decided to do that. The Chief agreed to get prices on that item, The Chairman said if he would send the bill to the Committee it would be approved. Mr. Reed said that more acoustics are needed in the shooting range. When Mr. Reed and the Chief believe that all items have been taken care of, they are to set a tentative date eor Open House and then contact the other members of the Committee.
