A mooting of the Additional Town Office Building Committee
was hold in the Solootmon's Room, Town Offloo Building, on Wodneso
day* Nevombor 9, 1955 at 800 P. 11* Chairman Brooks, Meows*
Johnson and Maloney wore present* The Secretary vas also present.

Chief* From what I have seen* I will object, strenuously* I

the atation* I would not like this so well. I felt
if we put the clerk over here into thin room* which
would not ha e to be so big, it would he the buffer*
Whoever comes in must go to the clerk first before

Greeley* It is the idea to get a follow in as soon as possible*
Chief: What we call interrogation room is the same, just as
long as I know what it is for*
Greeley* Different towns have different meanings for assistants

Chief: No* This is a room for them to come in and get briefed

Greeley: That is more or less evening work*
Chief: Yes, but you will have the Lieutenants and day Inspectors
here more or less*
In the clerk's room you, would have all the filing* It

Maloney* I think this door should be eliminated and one opened
here* Arrange it so that the Chief can come in or go
out of his office in private. Anyone wanting to see the

Greeley: If the Chief goes out there* that to also the entrance
to the second floor* The entrance to the second floor
has to be somewhere* There are departments on the second
floor that are somewhat interested in the departments in
this building so we wanted a short distance from here to
there* Let us say for the moment that ther4 will be an
entrance stair here. You don't mind that?
Chien No, I am still wondering it we could pat an entrance

Greeley; That is a story below* That is the trouble,
Maloney; This is the first floor. I the man drive to work in
their oars they will be parkin in the back. They could
enter the baaoment and go up to the asaembly hall.
Greeley; 'You can have as many doors ag you need* but you have
tO have control. There will be an entrance at the garage
basement love' anyway. The men probably would use that
a great deal because they hay cars. They would cometimas
come on foot.
Maloney: Even if thy did they oould walk around and go in that, door.
Zohneont What about a door at ground level?
Greeley; That would. be any how. The reason for the stairs i the
State law says you must have stairs at different parts.
Johnson; Would two exits cover the State?
Greeley: The, on a building of this else if they are in the proper
places.
This makesa very clear thing and our job la to male it.
The (thief's room if 140x16t which is about the site it was
inWellealey which we thought wag a. nic room. The office
is 12' x 251 which was about right In Wakefield and Wellesley.
Maloney; Wellesley was not quite as big* bat X like the size beQausc

Greeley; The detention room does not have to be much of anything.

Chief* I am looking for a room where we can put in. six or seven
for a lineup and we can see them from inside but they
can't see who is looking at them.
Greeley; The ably room is here and is about 200 x 201 . That is
560 square feet 'which will seat about 100 people.
Maloney; When this town reaehes 500000* as they say it will, that
is ample for many years to come.

Chiefs How many lookers in the locker room?
Greeley: You tell me and we will put them In.
Chief: We have thirty just to take,oare of today.
Maloney; suggest all the men hav4, a locker and the Lieutenants and
Sergeants have a plaoe of their own.
Groeley; Do you want them all in one place? Tonight we are talking
about room. enough to, take care of what is needed.
Ohairmant Would the lockers be downstairs or up on the budness floor?
Chief: On the business floor.
Greeley: You can tell* cant you, how many stalls we, should have for cars?
Chief* Personally I think two is enough, These cars ore never in*
want it so arranged that these cars could be washed in
thera in cold wather. Some day, if this department grows*
hope they will have a mechanic and a radio man. So they
will have a place to work. The Vire Department wants to get
rid of the ambulanc . I hope: we don't get it and we should not
have it. I think three stalls would be ample.

Maloney: In Wellealey they had tour stalls* bat they did not have
a cruiser in ahy of the stAls* They had a truck, an.

maybe one to wash and one to repair* A fourth stall

Chief: I think Fred has an idea* but they don't get in there
enough, It we have three stalls we should have ample
room*
Maloney: The ambulance sotaup is all right the way it Is and I
hope it never changes.
Greeley: It .you have three stalls deep and then over beyond the

Maloney: No0 I don't care for that,
Johnson* I don't think that is so good*
Greeley: You could pave an area in the event tour stalls were needed.

thy want in them and, then proceed upstairs*
Chief* It they are wit coming in* they have to change their

Chairman: It would give us more space above.

Johnoon; I think you should have a looker roam for fifty at the
minimum, and perhaps sixtyl
Greeley: These men. will put in their lockers a coat* overcoat*
rubber coat and boot a.
Chief: They should have a good size looker*
Creel y: We will say that we would like them extra big it we can
get room* The difference in cost between two inches in

Maloney: We should. try to get room for sixty lockers*
Chief: We are going to run into fiftyin this department within
ten years or fifteen at the most.
Greeley: We know it would not be less than forty*
Chief* We should plan for at least sixty,
Maloney; Theminimum we should have is sixty,
Greeley: The cells* we have two women's and matron'a room by
themselves* We have tour manta cells and a padded cell

Greeley; On the first floor,. for now* let us say oe are going to
enter your department here* Tho office assistants, clerk, and Chief
and, detention room* We ase going to have-toilets of
course On every floor, Then we are going to have the

the asseMbly room without going into this department at all,
Over here we have an entrance for the departments upstairs
which is an exit for you*
Chief$ As soon as we have a shooting gallery the Ppecial roiic
will take a Lot more interest and will want meetings so
they Will meet in the asseMbly room.
Chairman: What is your thinking about nights When the room ie not
being used* using it for other meetings such as a committee
room.
Maloney: That shoule be separate.
Greeley: We can havethis nue so that it will be lookedcef from
th pollee department and used for public arings.
Chief; I would oppose that becauoe in this room will be pictures*
storieo of wanted people, information that the police
offiaers should know and have oontinuouSly in front or
th#m all which we don't want the public to know. I would

Chidfl We have to have a room where we can fingerprint a prisoner
and a corner to take a picture on three Sides.
Greeley; This room Witil left over for anything that eame up. If
the assistants take 2/3 of the apace you could use the
remainder for your fingerprinting*
Chiefs I would like to have the dark room and. fingerprinting
room together,
Johnson: YOu spoke about the. advantage of bringing in a prieoner
anti having him booked without being seen from the front.
Greeley: Bring him up to thisentrance and take him upstairs here
to the detention room and no one can see him.
Chiefs I Gantt bring him down oellar. 1 have to have some place
Where the man from the desk will come and book him before
heis brought downstairs. I don't want him at the .main
counter.
Greeley; You could tate him to the detention room.

Chairman: The Chief mentioneklat some time having six in there as a
lineup. Will that room take care of it?
Greeley We will transfer that over here.
Chief: In this door here we could have the transparent window.
Johnson; That is just the place for it.
Chief* These are stairs that .1 think are Going to the second floor.
Bare is our detention on one aide with a door and a. toilet
over here. There is nothing to Atop people from walking
into oar office from the back*
Greel.4: You mean Someone from the second floor?
Chief; Yes.
Greeley; This can be arranged so if they come down from the second
floorthey ean't bet into your office because the door only
opens from your side. The iscond floor people. can't get
in unless someone from your department open*, it. You
people can use the toilst but no one can ever go from the
stairway in here. You people lasing the toilets would have
a key.
Maloney; Are we having two exitsin the new building or three?
Greeley: The law requires two* but we are having three.

Chief: I don't like the two rooms behind cloned doors*
Greeley: You aro right*

Greeley: No* The law—wouldn't allow it. We can handle this. The
Chief ha told us what he wants* In the office I have a safe.
Now you can buy a vaUlt.safe which is tiro proofed which you
would have in one or the rooms* We have shown a built
nen ry vault hero of good size. Wp have shown a small vault
bore for office cash* It is only 20 x 3' . want the hi
vault anyway*
Chief: On thin* This mem is 12' x 25' . Could we show a partition

Greeley: That will make it two narrow eorrido-4,14*
Chief: The purpone is in. here you would put a teletype machine and
tranamitter with a remote control here* and this can be sound
proofed to a certain extent*
Orp,eleys That is very simple.
Maloney: How much room do you need?
Chief: Six foot would be ebough*
Greeley: That in the place, for it. You have given me enough for the next
sketch. We will go into gore detail lator* but for now this

Maloney: We should take care of this situation first and tackle the
root afterwards*
Greeley: While we are here will just look at the other floor* We have
a stairway here* We know that the stairway len't there and
that is the only change* If we look at this from that point
of view* th Public, Welfare has more room than it has now toith
a counter* The Annonsors have what they said they wanted*
The Building Department has a trifle more than he hasasked for* •
The Inspectors . we felt five would be plenty with files hero

Maloney: Thera has b•ken a lot of conversation about rooting rooms*
$cm., of the comittee4 that are appointed to do jobs but
have no connection with the building other than to have a
place to meet.
Greeley: This is not for that* This in for the Inepeotorn* Here is a
room tor just what yom siy with a door to the corridor, It
can be used by the Assessors. It is also what yo, would call
a public conference room*
Chairman: The Superintendent of public Works, is also the Building
Commissioner*
Maloney: fle bee jurisdiction over this group* New we have a weak form
of Town Manager*
Greeley: This is the Building Department and they have to have a lot
of plans and counters* The Superintendent in across the way.
Wo have for him a big office and A good big vault. Then we
have highways* water and sewer and engineers* Then we have
the Rnsineering Department* They have to have a big vault of
course* This vault And. their “Drvice must be next to the
Planning Board* On thefirst floor are the Accountant,
Treanurer and Clerk.
Chairman: Goin back to the Inspectors' office. To me that in very

Greeley: If you are going to build a house you got a building permit
from the Building, inspectorand you et a wiring permit* Very
