ADDITIONAL TOWN am= BUILDING COMMITTEE

A meting of the Adoitional Town Office Building Committee
was held in the Selectmen's Room* Town Office Building* on Thurs.
day* November 3* 1955 at 8:00 Ps M. Chairman Brooks* Messrs*
Reed* Maloney* Uunter and Johnson were present. Th 4z Secretary
was also presents
The Chairman read an Agreement* prepared by Mr* Harold 43*
Stevens* Town Counsel* between the Town of Lexington* acting
by its Additional Town Office Building Committee* and William
Roger Greley* Walter Scott Brodie and James C. nopkino* ca-
partners
of the firm Kilham* Hopkins* Greeley and Brodi * archt

The only item raised for discussion was the architects'
fee of 8%* .

Mr. William Roger Greeley met with the Committee at
8:,30 l',•M* ,
The rman explained that one question came up in rem
card to the *entreat* and stated that it had been mentioned
in re schoolwork that the archit4ct's fee was 7% and said
that Mrs Greeley might explain the 8% figure in the contract
under discussion.
Mr* Greeley said that the Blue Book is used and the £e
dATenda on the size of the job, He explained that it is a
sliding scale r*lated to the total amount of money spent*
Roughly* as one goes down in the coot of the building* one
increases the fee a little* He said as oak 0 the percentage
goes, If the estimated figure of $2000000 lb increased the
percentage remains the same; they do ,not increase the per-
centage if it is less than $200,000s
Mr* Greeley said he would send the Qommittee a copy of
the Blue Book used by the (;ommonwealth of Massachusetts,
cities and towns. The book he now has is about three years
old* and it may change* He asked if th4 percentage was the
only question and the Chaim= replied in the affirmative.
Upon motion of Mr* Reed* seconded by Mr* Hunt* it was
unanimously voted to sign the Agreement.
Mr* Greeley took one copy* The original is to be de-
livered
to the Town Accountant* one copy to the Town Counsel
and one copy la to be retained by the uOmmittees
Mr. Greeley said that it would not be intelligent to
lay out the new buildinv without laying out what is to be
left in the present building which is an item of consider-
able
work to him. -

He presented two sets of blueprints and explained the
layout as Is and as drawn* stating that it does not necessarily ,
mean that the final drawing will be as presented this evening,
Ho explained that it will be necessary to go four or five feet
onto the Barnes property and the driveway, in the course of
construction of the building, will 1!, ruined anyway so there
will be no extra expense involved. He said that the basement
is at the grade of the present parking ara. Re pointed out
the present building and proposed ehanw of use and explained
that he has gen• over every piece of furniture in all depart-
manta,
Mr. Reed mentioned moving the Welfare Department from
the Barnes property and locating it in the now building,
Mr. Greeley eaid he did go over the office but has not
planned for it in the now building, .

wont was discussed and the vommittee was of the opinion that
only persons having occasion to go to the Police Thpartment
would come in contact with it.
Mr. Reed said that he thought the ';ommittee should die-
cuss the plane with the Chief of Police,
Mr, Greeley said that he would leave the plans with the
Committee and when the members had an opportunity to go ever
th.ln if thlr would Instruct him of what changis there are to
be made, he will make another try, Ho said he n4eded, the
Cortnittee* . help to improve these plans and make them right,
Mr. Maloney said that if the building is going to be
used for the Pollee Department it should be planned for a
good many years,
Mr, Maloney asked if Mr. Greeley felt borings should be
taken, and Mr. Greeley replied that it they art not taken,
everyone will be worried,
Mr. Reed said that he wouldfind out if the Town Engineer
can arrange to have borings taken,
Mr, Greeley suggested having test pits dug and then dee
tiding whether or not it is necessary to take borings, Howe,
ever, the Committee felt that borings should be taken.
Mr. Heed agreed to cheek with Mr. awns, Superintendent
of Public Works, to see if he can arrange to have borings taken, .
and then advise Mr, Creeley4
Mr. Greeley said that he would like to meet wM the
Committee when the Chief of Poli goes over the plans with
them, He stated that until the Committee has given its ap-
prove', the plans should not be given any publicity,
Mr. Zohnson suggested that the Chief of Police go over
the plans in the Selectmen's Room and study them before meet.

Mr. Oreeley said that he has an organization that is
ample and there may be another member of the firm with him
the next time, The advantage is that If the Committee holds
a meeting and he is unable to attend, a representative of the
firm will be familiar with the subject and attend for him,
The Committee had no objection,
Mr, Runt said that he definitay felt consideration should
be given to taking th offices oat of the Barnes property and
placing th4m in the new building, Mr* Greeley said that he
would indicate the change on hi next plan*
Mr. Greeley retired at 9:l P,M,
it vas agreed to root next W :dnooday evening with the
011ie of Police if that night is convenient for him.
Upon motion of Mr. Maloney* seconded by Mr. Hunt* it
was voted to adjourn at 9120 Po H.
