• Call to Order: HFAC Chairman Christopher Eliot called the meeting to order at 7:02pm
• Announcements:
• Chairman Eliot recording HFAC Meeting; greeted all to Feb 18th meeting pursuant MA Open Meeting Law
• New Massport CEO Richard Davey presented strategic vision for Massport and Hanscom Field at the January 28th
Hanscom Area Towns Committee (HATS) meeting; Zoom recording posted on HATS website
o Mark Sandeen noted there was an opportunity for questions from HATS members and the legislative delegation
• Chairman Eliot reported on presentations at Massport Board of Directors meeting on 13 Feb called for Massport to
cancel the North Airfield project; Chairman Eliot also spoke against Sustainable Aviation Fuel (SAF)
• Chairman Eliot presented information on MA Legislature bills: An Act Relative to a Just Transition to Clean
Energy; Senate Docket No. 1254: Senate Bill 2251 and House Docket No. 2556: House Bill 3576
o SAF will be eligible to generate pool credits for aviation fuel with associated lifecycle greenhouse gas emissions
• Chairman Eliot reviewed the recent airline accidents in Washington DC, Toronto, Philadelphia and Alaska
o Barbara Katzenberg expressed concerns about services and safety with respect to the recent government layoffs
• Chairman Eliot announced collapse of electric airplane startup Eviation after internal standoff among shareholders
• Minutes: The January 2024 Meeting Minutes were reviewed for approval
• The January 2024 Meeting Minutes were approved 5-0 with no amendments
o Emily Mitchell not present to vote
• Cargo or Scheduled Commercial Passenger Services
• Amber Goodspeed stated there have been no requests for future scheduled passenger or cargo service
Monthly Noise Reports: presented by Amber Goodspeed
In January 2024 as compared to January 2023:
• 7am - l 1pm operations decreased 7.6% in January 2024
• Singles (including touch and goes) decreased 18.9% in January 2024
• Turbo activity increased 3.1 % in January 2024
• Jet operations decreased 0.4% in January 2024
• Helicopter activity increased 8.6% in January 2024
• Night Operations (llpm-7am) decreased 8.5% with 188 in January 2023 compared to 172 in January 2024
• Margaret Coppe asked about fleet mixture and updates to EXP calculations
o Amber Goodspeed explained EXP software is updated to ensure an accurate representation over time
• Barbara Katzenberg queried about types of aircraft included in the military category
o Military aircraft categories are denoted with "M" on Pages 3a -c of the monthly noise reports
o Military totals are listed on Page 3c of each monthly noise report
• Amber Goodspeed reported contacted vendor to monitor Site 36, Concord Wastewater
• Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and
Third Party Development reports and noted that:
• Electrical connection with Concord Municipal for electrical charger at Atlantic Aviation completed
o Beta Technologies and Massport negotiating an operating agreement
o Mark Sandeen queried about models; electric vertical take -off and landing aircraft (eVTOL) and conventional

• Terri Ackerman explained that State Auditor Diane DiZogglio indicated the Department of Transportation
Aeronautics Division is audited every five years, with the next to be accomplished in 2027
o Recommendation is for HFAC to review the last audit performed two years ago
o Margaret Coppe asked for a copy of the last audit; Terri Ackerman will research and send to HFAC members
o Chairman Eliot feels a need to quantify the economic benefits minus the costs to understand overall impact
Chairman Eliot opened discussion on draft Airport Community Concern for Lead
o Terri Ackerman had questions on how presenting community concerns lines up with recommended actions
o Chairman Eliot conjectured that more deaths per year attributed to aviation lead than aviation accidents
o Jennifer Boles requested explanation of terminology and acronyms for the public to better understand material
o Thomas Hirsch surmised that new tanks will not be installed without market forces driving implementation
o Terri Ackerman proposed adding line to call upon Massport to research the implementation of unleaded avgas
o Barbara Katzenberg offered taxing leaded avgas at a higher rate to make unleaded avgas economically favorable
o HFAC agreed to wait till next meeting to post Lead statement on the website after approving additions
Chairman Eliot had not updated any new material on the website since the last HFAC
o Posted Per- and Polyfluoroalkyl Substances (PFAS) statement on website under topics of Community Concern
• Citizen Comments:
o None submitted
• Other Business: The date for the next HFAC meeting will be at 7:00 p.m. on 18 March 2025
• Adjournment: The meeting adjourned at 8:28 p.m.
