HomeMy WebLinkAbout2023-10-16-BASS-minBoard of Assessors Meeting Open Session Minutes October 16, 2023 A meeting of the Lexington Board of Assessors was called to order at 4:30 p.m. on Monday, October 16, 2023 in the Dawes Meeting Room, Town Office Building. Gregory Johnson, Chairman, Edmund C. Grant, Member, and Casimir Groblewski, Member, were present as well as Robert F. Lent, Director of Assessing, Michael E. Golden, Assistant Director of Assessing, Carolyn Kosnoff, Assistant Town Manager of Finance and Sandra Pentedemos, Administrative Assessor. Ogen Session Public Comment Time: None present. Mr. Lent presented the Fiscal Year 2024 Overlay (Schedule OL -1), the LA4 and the LA13 Tax Base Levy Growth worksheets to the Board for review and discussion. Mr. Lent distributed the preliminary Fiscal Year 2024 Property Tax Classification data packet including all Exhibits to the Board. Mr. Lent presented the Fiscal Year 2024 New Levy Growth. Ms. Carolyn Kosnoff, Assistant Town Manager of Finance arrived at 5:10 p.m. to review and discuss the Fiscal Year 2024 recommendations to the Select Board. The Board discussed the minimum residential factor options to present at the Select Board Public Tax Classification Public Hearing, scheduled to be held on October 23, 2023. Ms. Kosnoff informed the Board that she will prepare the Select Board Memo with the four options (tax shift factor, open space discount, residential exemption and small commercial exemption) the Select Board will vote on. Mr. Lent stated he'll finalize the classification exhibits of the packet. Ms. Kosnoff plans to publicly release the Fiscal Year 2024 Proposed Tax Rate Classification Public Hearing. VOTE: Upon a motion duly made and seconded, the Board of Assessors voted 3-0 by roll call to adjourn the Open Session of the meeting at 4:45 p.m. to enter into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2023 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements. Further it was declared that an open meeting discussion may have a detrimental effect on the litigation position of the town. The Board reconvened Open Session at 5:45 p.m. The Board discussed the Department of Unemployment Assistance (DUA) Small Businesses Report in preparation of the Select Board Meeting being held later in the same evening. No decisions had to be made. There were no Fiscal Year 2023 Chapter 59, Section 5 Various Statutory Exemption Applications. There were no Fiscal Year 2023 Real Estate Abatement. There were no Fiscal Year 2023 Personal Property Abatement Applications. There were no pending Appellate Tax Board actions to discuss. No decisions had to be made. The Board approved Meeting Minutes of May 16, 2023. The Board of Assessors next scheduled Meeting will be held on October 23, 2023.
