Commissioner Absent: Associate Commissioners Present: Richard Neumeier, Brien Cooper. Associate Commissioner Absent: Chair Paul O’Shaughnessy called the February 6, 2025 Historic Districts Commission meeting to order at 6:02pm. INFORMAL HEARINGS Munroe Center for the Arts The Commission reviewed the proposed addition plans informally and agreed that it was a nice addition. The awning over the stairway was good. Robert Adams had been served as the liaison for the addition project. Some Commissioners stated that they accepted this project as a contemporary necessity to support the modern programs in the old building. Wayfinding Signage proposal The Commission reviewed the proposed wayfinding signage plans informally. Paul O’Shaughnessy will serve as liaison for this application. The Lexington Economic Development Office was proposing to install Wayfinding Signs in 5 different locations along the Minuteman Bikeway. The intention for this project was to connect and direct people from the Bikeway to businesses and municipal information. FORMAL HEARINGS Chair Paul O’Shaughnessy opened the formal hearing for 1001 Massachusetts Avenue, exterior alterations (Solar Panels) in the East Village Historic District Documents Full plan set of proposed alteration: dated December 18, 2024 Photographs of entire place of each building elevation visible from the public way: dated December 18, 2024 Historic Districts Commission 1 / 4 Material List: dated December 18, 2024 Work scope narrative: dated December 18, 2024 Catalogue cut sheets: dated December 18, 2024 Owner Authorization Form: December 18, 2024 Legal Advertisement Authorization Form: dated December 18, 2024 Google Maps – Street View Captures: dated December 18, 2024 LexHAB 6.8kW Solar PV Contract Signed: dated December 18, 2024 Shade Report – LexHAB – 1001-1003 Mass Ave: dated December 18, 2024 Current Licenses 5.20.24: dated December 18, 2024 Lexington COI: dated December 18, 2024 Sams Workers Comps: dated December 18, 2024 The Project Manager of ReVision Energy Clark Crawford described the proposed solar panels plans to the structure at 1001 Mass Ave. The Commissioners agreed that the proposed solar panel plans were appropriate. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1001 Mass Ave. Motion carried, All in favor. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 1031 Massachusetts Avenue, exterior alterations (Window Replacement) in the East Village Historic District Documents Full plan set of proposed alteration: dated January 16, 2025 Photographs of entire place of each building elevation visible from the public way: dated January 16, 2025 Material List: dated January 16, 2025 Work scope narrative: dated January 16, 2025 Catalogue cut sheets: dated January 16, 2025 Legal Advertisement Authorization Form: dated November 20, 2024 Form B – 1031 Mass Ave: dated January 9, 2025 The homeowner Abhishek Gupta and contractor Michael Rosen described the proposed window replacement plans to the structure at 1031 Mass Ave. The Commissioners agreed that the proposed window insert plans were inappropriate. Dan Hisel and Lee Noel Chase will serve as liaisons for this application. This application will continue to March HDC meeting with a new window replacement proposal. No Public Comments. th The Commission made a motion to continue this hearing to March 6, 2025. Motion carried. All in favor. Historic Districts Commission 2 / 4 Chair Paul O’Shaughnessy opened the continued hearing for 678 Massachusetts Avenue, exterior alterations (Additions) in the East Village Historic District Documents Thenan-678 Mass Ave-HDC Submittal: dated January 30, 2025 Thenan-678 Mass Ave-HDC Submittal – Exterior Colors: dated February 6, 2025 The architect Colin Smith and contractor Matthew Thenen explained the updated proposed addition plans for the structure at 678 Mass Ave. The Commissioners reviewed the updated proposed plans and approve this proposed addition plans with below conditions. This application will be back in March HDC meeting with updated set of drawings. No Public Comments. Chair Paul O’Shaughnessy made a motion to approve the design as presented with several conditions: (1) the choices for the red and yellow creamy color; (2) there will be hips placed on the cupola to make it a gable with a ridgeline; (3)fenestration simplifying the four windows at ground level on the front should be restored to their apertures; (4) the roofline on the back should be revised to some choice other than simply the long throwing line; Edward Adelman seconded. Roll Call Vote: Robin Lovett – Yes, Paul O’Shaughnessy – Yes, Lee Noel Chase – Yes, Dan Hisel -No, Edward Adelman – Yes. Motion carried. The majority in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 678 Mass Ave with the above conditions. Motion carried, All in favor. Chair Paul O’Shaughnessy opened the continued hearing for 1884 Massachusetts Avenue, exterior alterations (Monument) in the Battle Green Historic District Documents Public comments letters regarding monument: dated January & February, 2025 The applicants Barry Cunha and Larry Borins, Miriam Gusevich, artist, went back to the HDC meeting and seek the formal approval for this monument application. The Commissioners reviewed the proposed plans and disapproved this application. Edward Adelman has been served as the liaison for this application. David Pinsonneault, Director of Public Works, stated that DPW will coordinate with the applicant for the landscaping work on this site. Wendy Costello, Marianne Brouillard-Alexandrou, Tammy Walsh, Janice Whittemore, Martha Evanson, Ann Connell Bergin, Craig. Sullivan, Jan & Phil Hurd, Sheila Smyth, Lisa Theriault, Ellen Cameron, Kevin Looney, Esther Graham Hurney, Elisabeth Piquet, Mary Barry, Arthur Osborn, Marian Cohen, Henry Stevenson, Margaret Muckenhoupt, Marianne M McKenna, Matt Pronchick, Patricia Cammarata Welch, Van Easton, Brenda Piantedosi, Jessica Steigerwald, formal/current Lexington residents, submitted letters before the meeting to express their concerns against the proposed monument on this site. Bebe Fallick, 4 Diehl Road, stated that she was in favor of this proposed monument. She stated that Carol Miller, Rachel Rosenthal, Jeanne Krieger, Debra Packard, Adriana Forte, Sandra Gasbarro, Katherine Galaitsis, Anthony Galaitsis, and Gary Fallick were all in support list. Historic Districts Commission 3 / 4 Jessica Steigerwald, 143 Cedar St, Matthew Pronchick, 1888 Mass Ave, Elisabeth Piquet, 31 Fifer Ln, Kate Weinstein, 5 Bowser Road, expressed that they are not in favor of this proposed monument and location. Dan Hisel made a motion to approve this submittal as presented. Lee Noel Chase Seconded. Roll Call Vote: Robin Lovett – No, Lee Noel Chase – No, Paul O’Shaughnessy – No, Dan Hisel – No, Edward Adelman – No. The motion was denied. A Notice of Determination will be issued for the disapproval of this application. ACTION ITEMS Consideration and vote on Election for Chair Edward Adelman nominated Lee Noel Chase as the new Chair.
