HomeMy WebLinkAbout1974-02-27-JSBCC-min.pdf TYBCC A meeting of the Joint Services Bicentennial Coordinating Committee was held at the Hanscom Field Officers ' Club on Wednesday, 27 February 1974 Col Sigurd L Jensen, Jr presided The meeting was called to order at 7 30 p m Attending, in audition to Colonel Jensen, were Lt Col Thomas N Kane , 804th Hospital Center Joseph Manthorne, 901st Gene Hartigan, Massachusetts Spy Frank Brown, Massachusetts Spy Nathanial Brown, Bedford John Finigan, Concord Paul Flynn, Concord Laurence Murray , Concord Bruce Old, Concord Hobert Tarlin, Lexington Robert Camp , Lox.inl,ton David Moffitt , National Park Jervice Lt Col John Dolan, Mass National Guard Col Robert Harrington, Fort Devens Lt Fred VerPlanck, 1st Coast Guard District Lt Col Earl G Milam, Hanscom Field Nick Scurto , Hanscom Field Ms Betty Ribbera, Hanscom Field Major Donald Rhoads , Hanscom Field Jack Coughlin, Hanscom Field Colonel Jensen introduced several attendees who had asked to attend this meeting as observers These included members of the Massachusetts Spy , editorial staff The Spy is a periodical interested primarily in the Bicen- tennial activities of the Commonwealth ' s communities Included also were Nathanial Brown, Chairman of Bedford ' s Bicentennial Committee and Ms Ribbera, a Hanscom Field employee who was formerly associated with the State Bicen- tennial Commission Colonel Jensen suggested that the members consider the recommendation made by a subcommittee on the shopping lists of Concord and Lexington Major Rhoads explained the rationale used by the sub- committee in their considerations , citing directives which either inhibited or approved certain support functions The lists were considered, point by point Mr Finigan stated that he found no difficulty accepting the recommendations of the sub-committee He suggested that the military member remain alert to the possibility of supplementing support areas a, time goes on Colonel Jensen noted that a request for 8 portable communication units , not favorably considered by the sub-committee might be reconsidered at a later date On the item in the Concord needs list that rec- ommended coordination with Major Flaherty of the National Guard relative to the acquisition of nine ambulances and drivers , Colonel Dolan said that such coordination was no longer necessary Robert Tarlin asked for clarification of the sub-committee ' s negative recommendation concerning use of military personnel for town control He asked whether the National Guard could perform this function Colonel Dolan said that there were legal problems which must be worked out He said that such troops must be school-trained before being employed in such situations (,olonel Dolan and Mr Tarlin will discuss this matter at an early date Colonel Jensen advised Mr Tarlin that a stencil machine could be loaned to Lexington for use in their preparations Colonel Harrington stated that , if Concord used the IHanscom Field flat beds as a reviewing stand, Port Devon, might be able to supply two flat beds for use in Lexington Colonel Kane suggested that an early agreement on medical support should be made with Emerson Hospital He suggested that a central controller for all medical activities be appointed Colonel Dolan suggested that it would be more expedient for the State Surgeon to monitor medical activities Colonel Jensen suggested that all interested parties get together after the meeting to discuss the various areas of medical support The matter of portable water containers was brought up Joseph Manthorne expressed the opinion that the 94th ARCOM had some water trailers which might be avail- able He would look into the matter I n John Finigan said that he was encouraged by the sub-committee report He suggested that the Coordinating Committee remain a functioning body for the next nine months at least He asked that he be advised when and if items such as rope become available Colonel Jensen said that Hanscom Field could provide Guard Control training for citizens of the Towns , if such police augmentation became necessary He offered the ser- vices of his Security Police force as a training element , with Captain Ogden monitoring the training program Nick Scurto commented on the mobile sanitation situ- ation He noted that this was a difficult problem to solve , but that his sub-committee would continue to study the problem Paul Flynn suggested that the military send represen- tatives in every functional area to Concord on lea April 1974 to observe activities and anticipate problems At least one line officer and a communications officer should be dispatched by each service Major Rhoads would coordinate this action Mr Finigan asked Joe Manthorne whether Army Reservists would be available to help on 19 April 1975 Mr Manthorne advised that the same rules apply for Reservists and Reg- ulars At the suggestion of Colonel Harrington, Mr Manthorne said that he would check into the possibility of using the 394th as a training project Colonel Jensen said that as we continue down the line , opportunities for additional support might surface He noted that Bicentennial consciousness was increasing on the national scale and he congratulated Mr Finigan, Mr Tarlin and Mr Brown of Bedford on their foresight and their fortitude in going to the forefront in
