Chairman Scanlon opened the meeting at 7 45 with remarks on the progress of the project.
John Phillips, Marketing Engineer for UOP, stressed that the attitudes and position of
UOP are stronger than ever Two possibilities suggested by Phillips after the 900 tpd
is attained would be 1) to close off further residential trash and allow only commercial
trash, or 2) allow other communities to join without the benefit of low tipping fees
He stressed that this issue should be dealt with in the near future Chairman Scanlon
was asked and agreed to appoint a subcommittee of 3 to establish criteria regarding a
tipping fee for communities joining after 900 tpd has been committed. Anyone interested
in being on this subcommittee can notify the NESWC office
Brian Sullivan suggested a subcommittee of municipal officials representing towns already
signed be organized to meet with officials of authorized communities to share their ex-
periences in hopes of saving others time in chosing a waste disposal project Al Gatta
of Methuen agreed to be the Chairman of that subcommittee (Public Information Subcommittee)
with Bob Hutchinson of Lexington as Vice Chairman.
Marcia Hand of Amesbury warned those communities who are presently using Amesbury as a
disposal site via private contract, to join NESWC and not be dependent on Amesbury
because they will be closing their landfill as evidenced by their signing on with UOP
Inc She urged those present to relay this information to their communities She praised
the efforts of the Bureau of Solid Waste, namely, Bill Guaghan, former Director, and Bob
Hauser, former Assistant Director, and present Project Manager Jack Albis for their un-
tiring efforts to have a project for the communities She also thanked the present
Director, John Shortsleeve, for his cooperation in the project thus far
Lowell City Councillor Brendan Fleming announced that City Manager Joseph Tully has signed
a long-term trash contract with Refuse Fuels, Inc while refusing to give NESWC the oppor-
tunity to make a counter-offer He noted that the City Council had voted 5 to 2 to ask
Tully to delay signing with RFI - a vote which he ignored Other NESWC members sharply
criticized Tully's move Brendan also took the opportunity to thank the Bureau and
Project Manager Jack Albis in assisting him during the last 2 weeks before City Manager
Tully signed with RFI.
Brian Sullivan indicated that the construction agreement negotiations are progressing
and hopefully will be completed in the near future He also added that any interested
representatives should feel free to participate in the negotiations
Ahti Autio of the Bureau of Solid Waste reported on the progress in obtaining an interim
landfill to support the NESWC proejct. The State has acquired an option on the Peabody
landfill and will persue acquiring capacity for adjacent backup
