C Independent, and a member of the League of Women Voters

Tina Forbes opened the meeting at 7 40 p m. She told the Council that its members
have been invited to attend a meeting of the Concord Arts Council on July 17 at
Q `� 7 30 p m. at which Jackih O'Reilly from the State Arts Lottery Council would
answer questions related to the Arts Lottery

Tina asked Nancy Gordon and Ann Parks to report their findings about grants and
funding sources Ann said that she had contacted the Foundation's Office at
Phillips Academy in Andover, and was told the Lexington Arts Council needed to
develop a program before they could approach the Office for money Ann mentioned
the importance of making personal contact with Lexington residents involved with
foundations Nancy and Ann said that the best funding opportunities exist at the
local level, and that books and other references relating to funding could be used

Ann added, in response to a question as to the need for soliciting funds, that m
since the Arts Council's purpose extended beyond the lottery and money from the
lottery would not be dispersed until spring of 1981, it was important for the
Council to obtain money to operate from whatever sources are available i
Nancy Gordon said that she called the Massachusetts Council on the Arts and
Humanities about local projects and received from that office an application and
information about how to apply for project funding She learned that organizations
cannot apply unless they have money of their own to get started As of this time,
the Massachusetts Council on the Arts and Humanities has not decided what to do
about the local arts councils in regards to project funding Nancy also mentioned
that there is a future date for project funding although one date has already i„
passed She received an annual report from the Mass council on the Arts and
Humanities and noted that Lexington residents have received funds from this Council
She has also received information from the New England Foundation for the Arts about
their touring program, adding that it is important for the Arts Council to have
money to operate j
Tina Forbes told the Committee that the Lexington Arts CouAcil previously working
with the Chamber of Commerce has closed its bank account and no longer exists
Members discussed the necessity of writing a statement of purpose and of approaching r
the Board of Selectmen with the Council's enlargened function It was suggested
that a committee be formed to draft a statement of purpose Ann Parks and Judi
Ozuransky agreed to work on this Committee with the goal of drafting the statement
by September Council members were asked to contact arts councils in the area as
to their respective "statements of purpose"; this information could be collected at ,
the next meeting

Marion Coletta agreed to invite Carol Miller from the Mass Council on the Arts
and Humanities and a Lexington resident to the next meeting It is hoped that
Ms Miller could advise the Council about drafting a statement of purpose and
about means of obtaining local funding
Monday, August, 11 at 7 30 was chosen as the next meeting time
Maria White gave an update on the response to the Arts directory; one response was
received since the last meeting
Judi Ozuransky was asked to find out how the Arts Council could work with the
Recreation Department in providing arts programs
The Council discussed different arts/entertainment programs conducted in Lexington
and Boston and possible 'programs for Lexington
Tina Forbes reported on infotmation she 'received from the Cambridge Arts Council
which described the organization's function and activities
The Council resumed discussion of possible programs and activities of the Council
Tina Forbes mentioned that she met an artist who suggested that Adams School be
converted into a, studio for. artists The Council talked about the idea of re-
juvination and conversion of unused buildings It was suggested that Mary Lou ? '
Touart, a member of the Permanent Buildings Committee and an artist, be invited to
the September meeting to discuss the idea of conversion
The Council decided not to discuss the questionnaire from the State Arts Lottery
Council as the questionnaire was ambiguous and difficult to answer Instead, Tina
Forbes would collect the questionnaire and look them over
The Council decided upon an agenda for the next meeting Carol :filler would be
invited and a statement of purpose would be discussed
Yvette Kaplan told the Council that the Artists' Foundation is asking cities and
towns to submit slides of what each Arts Council and each city/town are doing for
Arts Week. These slides would be made available at the Artists' Foundation Office
for viewing by interested persons Tina Forbes volunteered to contact the Artists'
Foundation to find out exactly what the Foundation would like from Lexington
The meeting adjourned at 8 55 p m
