HomeMy WebLinkAbout1981-09-23-ASCC-min.pdf Adams School Conversion Committee Minutes of the Meeting September 23, 1981 Present James Crain, Frank Fuery, Lillian MacArthur, Anna Currin, Hayg Boyadjian; also Bea Phear, staff support Mr Crain called the meeting to order at 8 pm He announced that this was the first organizational meeting of the Committee and distributed copies of the charge and a list of members Mr Fuery asked if this meant that there would be an Article ready for 1982. Mr Crain said that that was anticipated, and it was hoped the Committee would come up with a recommended use by November 15 and have guidelines to send. developers There was discussion about whether the Waldorf. School was interested in purchase. Pat Brandes, of Waldorf, confirmed that they were indeed interested, and would be happy to go into an elaboration of monetary details at an appropriate time with the Committee The question was raised if the Selectmen could just sell the building to Waldorf without going to Town Meeting Bea Phear was directed to investigate some legal questions with Town Counsel 1 Could the Selectmen dispose of the building without a Town Meeting vote? 2 If so, could they sell the building without going out for bids? 3 If they go out for bids, must they accept the highest? The Committee then moved to discussion of process It was felt that everyone was familiar with the building and site, and there was no need for a tour It was decided to invite comments from the public neighbors, organizations, and other citizens regarding their goals and desires The Committee would then discuss what they had heard and decide to be generic or specific in their requests for proposals Jim Crain questioned the focus on Waldorf School to the exclusion of others, if a school use is recommended The Selectmen would want to consider, various bids, but would not necessarily select the highest, as long as there was a reason for not doing so Anna Currin said she knew she had an obligation to the Town and wanted to go back to the charge to consider tax stability Hayg Boyadjian requested clarification on the Committee's role Jim Crain explained that the charge was to consider use and also to obtain and screen proposals for recommendation to the Selectmen The Committee's recommendation would focus on what was best for the building, the area, and the Town It was agreed that 8 pm was a convenient time, and the Committee would try to finish its buisiness by 10 pm.
