Monograph 7 Family Disputes We reviewed once again the letter of Mrs Maia Sherman relative to family disputes and the battered woman Chief Corr reported on the discussions he had with Mrs Sherman. After further discussion of this monograph, there was a general agreement to leave the text of the monograph as previously approved on 3/17/77 We also confirmed the filing of her letter with the minutes of the committee Monograph 21 Crowds and Demonstrations The request to insert into the second sentence of the first paragraph of the guidelines, the words, "a large house party" after the word "dance " At the end of the same paragraph with the sentence ending, "community" the following sentence is to be added "Whenever officers respond to such dis- turbance calls at private homes, they should keep in mind the special sensitivities involved with such an entry and investigation as compared to general outside gatherings " It was agreed that approval of this monograph would continue to be delayed until such time as these corrections and addi- tions are reworked Monograph 25 Interviewing Witnesses No department corrections After a general discussion which included dis- cussing whether or not there are special situations relative to interviewing juveniles, the monograph was adopted with no corrections Monograph 26 Firearms Using the revised text as previously circulated to the committee members, the following revisions were made On Page 2, Section 2, Paragraph a, it is now to read as follows "a. As a warning shot, except a warning shot into the air, to effect the arrest or prevent the escape of a felon after all other reasonable means have failed; however, discharge of the weapon for effect, must comply with Section 1 " Page 3, Section 3, the paragraph will now read as follows "A police officer should avoid the unnecessary display of firearms He should not draw a firearm except when there is justification for its use to accomplish a proper police purpose in relation to a felony such as when an officer uses the firearm (short of discharging same) to effect the arrest under certain cir- cumstances for a felony not involving actual or threatened deadly force For example, a lone officer happens upon three men unloading liquor from an ob- viously hijacked truck This felony does not fall within the category described in Paragraph lb, but an arrest at gunpoint would surely be made -2- In responding to any potentially dangerous situation such as a robbery or breaking and entering in progress, a police officer should carry his firearm in a position where it can be used speedily and effectively, if necessary " There were no further corrections to the monograph and it was adopted unanimously Next meeting date Tuesday, July 19, 1977, Room G15, Town Hall, 7 30 P.M. „1/44.P Monographs to be reviewed Numbers 21, 27, 28, 29, and 30 Meeting adjourned 9 50 P.M.
