POLICE MANUAL REVIEW COMMITTEE
Date 5/31/77

Members Present Kent, Keith, Corr, Hays, Mabee, Cella, Chapin
The following monographs under the Policy and Procedures Section
were considered
No 21, Crowds and Demonstrations
In response to the meeting of 5/10/77, Mr Hays did review
Chapter 41, Section 98 and in his opinion, the first para-
graphs of 9 and Paragraph 10 on Page 5 of this monograph do
indeed track with the statutes
In response to previous agreements, Mr Hays provided us with
a suggested revised text for inclusion in this monograph
relating to the general subject of "breach of peace" on private
vs public property It was further agreed that approval of
this monograph would be delayed until such time as adjusted
text revisions are reviewed by the committee
No 22, Handling Juveniles

It was agreed at the meeting of 5/10/77 that Messrs Kent and
Corr would review the specific chapter in the laws that relate
to Page 4, Paragraph 8 This review was completed by Messrs
Kent and Corr and they confirmed that the monograph does indeed
track with the statute so the previous approval of the monograph
by the committee was confirmed
No 26, Fire Arms
Revisions by the department were delivered by Chief Corr for
reproduction and mailing to the committee for review at a
later date The revised text is included with these minutes
No 15, Interrogating Suspects and Prisoners
There were no department corrections and no further changes by
the committee The monograph was adopted unanimously
No 17, Fires
As reported at an earlier meeting, the committee was to review
Monograph 6 where in Section 12 of that monograph was deleted
since it more appropriately was considered under this Monograph
17 on fires The committee confirmed the deletion of that
Section in No 6 since it is appropriately covered by Section
15 of Monograph 17

Under Section 13, the words " physicians and " were
added on Line 2
In Section 4 , new Section (d) related to a request where the
persons are believed to be in the building This insertion
required renumbering under Section 4 where the old (d) became
new (d) , and the old (e) became new (f) These corrections
are shown on the master revision of all the monographs
There being no further corrections, this monograph was adopted
unanimously
No 20, Handling, Preservation, Evidence
There were no department correction os this monograph Under
Section 12 the following words were added IT or disposed
of " in the first line with the actual corrections being
shown on the master copy of the monograph There being no
further additions, this monograph was adopted unanimously
No 23, Hostage Negotiations
There were no department or committee corrections and this
monograph was adopted unanimously
No 24, Informants
There were no department corrections Section 19 should begin,
"Officers accusations" and deleting all text above these
words in Section 19
The committee received a letter from Mrs Sherman relative to
family disputes/battered women to be filed with the records of
the committee A copy of this letter is enclosed
Next meeting date, Tuesday, June 12, 1977 , Room G15, Town Hall at
7 30 P M. Monographs to be reviewed Nos 21 , 25, 26, 27 , 38 , 29 ,
30 Meeting adjourned 9 45 P M
