HomeMy WebLinkAbout1977-05-10-PDMC-min.pdf POLICE MANUAL REVIEW COMMITTEE Date 5/10/77 Place Room G15, Town Hall Members Present Kent, Corr, Cella, Mabee, Hays, Chapin Public Two The following monographs under the Policy and Procedures section were considered No 16, Arrest Amendments Page 4, Section 2 a, corrected on the monograph Page 7, Section 7 b 1 , as corrected on the monograph There being no further changes, the monograph was adopted unanimously No 19, Use of Force Amendments Page 1 - Guidelines - Line 6 - grammatical correction Page 3, 13 b, as corrected on monograph Page 2, Section 5 , rewording and renumbering of subsections, a, b, c, d There being no further corrections, this monograph was adopted unanimously No 21, Crowds and Demonstrations Amendments '611 Page 4, Paragraph 6 o - see monograph Page 5, Paragraph 9 After considerable discussion it was agreed that Mr Hays will draft an appropriate paragraph relative to "breach of peace" or broadening the scope therein in the determining of a disturbance on private property Page 5, Paragraph 6 p, the word, "justify" is changed to read, "obtain" Page 5 , Paragraph 9 - the second sentence is amended as per the insertion in the monograph Page 4 , Paragraph 6 k, the following is inserted "The use of police dogs for crowd control shall not be insti- tuted without specific approval of the Chief of Police " -2- Mr Hays will review M , G , L , Chapter 41, Section 98 and advise the committee accordingly Final approval of this monograph is delayed until a later date No 22, Handling Juveniles No department corrections Messrs Kent and Corr will review the specific chapter in the laws as it relates to Page 4, Paragraph 8 Subject to their review, this monograph is adopted unanimously In the discussion of this monograph, we recalled several earlier discussions on this matter On reviewing the notes of previous meetings, I find that this was discussed at the meeting of 9/14/76 A photostat of those notes is included herein At the same time, we were given portions of the statute which related to juveniles A copy of this is also enclosed The letter from Erik Lund referred to was a letter addressed to the committee on 9/13/76 , a copy of which was placed in the hands of each committee member at that time No 18, Handling Alcoholics No amendments The monograph was adopted unanimously Next meeting date May 31 , 1977 , Room G15, Town Hall 7 30 P M At this meeting it is anticipated that we will finish with the above monograph 21 and then proceed to monographs 15, 17 , 20, 23 and 24 Adjourned 10 15 P M Respectfully yours, Hugh M Chapin Secretary
